Repairs for kiosk DAVID HAXTON he well-known wooden T kiosk at Maclean Park, Paraparaumu Beach, will be

restored to its former glory, council unanimously decided at a meeting on Thursday. Council is obtaining three quotes so that work can start immediately on restoring the kiosk to being a safe and usable facility allowing community policing to resume immediately. And then wider consultation will be undertaken about other uses for the kiosk and ideas for the park. The kiosk was damaged by fire in early November last year and soon after a builder gave council a repair estimate of $60,000. A staff report this year recommended the kiosk be

destroyed but that wasn’t entertained and the Paraparaumu Raumati Community Board sought public consultation which saw the majority of people seeking the kiosk’s retention. Community services group manager Tamsin Evans said the builder’s estimate comprised ‘‘quite a significant breakdown’’. ‘‘I have confidence in the materials and labour cost that have been allowed in that estimate.’’ Cr Gavin Welsh hoped a sponsorship programme could happen and some local firms could supply some assistance and materials. ‘‘I would be disappointed to miss this opportunity to do a community project . . . if we are able to draw that community momentum then I will have my toolbelt on and

be down there with a hammer ready to go.’’ Dale Evans, from Paraparaumu Beach, presented mayor Ross Church with a petition containing 1400 signatures. He said: ‘‘The message from the community is loud and clear — save our kiosk.’’ It was a prime opportunity to ‘‘do something with it’’. Ian Wilson, representing a group of volunteers who have manned the kiosk, said volunteers provided good support for children in the park who might have been bullied or injured. ‘‘There has been many cases of older kids pushing the little kids and they often have injuries and they come up to the kiosk and we patch them up and ring their parents to come and pick them up.’’ Another volunteer, Marlene

Frost, said the best thing she had done for the community was ‘‘collar some teenagers who had a van right outside the kiosk selling cannabis. ‘‘I called the police and one went to jail. . .to me keeping kids safe from something like that is the best use of my volunteer time. ‘‘I really think you should keep the kiosk to keep the kids safe.’’ Cr Mike Cardiff, who was the council officer who wrote a report in 1982 recommended the kiosk’s creation, and who in 2005 wrote a report calling for its removal because it had passed its use by date, said council needed to know the exact repair cost and who was going to use the kiosk in the future. Cr David Scott said the kiosk was ‘‘an icon and part of the community’’.

Motorists need to take extra care negotiating the Kapiti Rd/Te Roto Drive intersection over the next few months, as temporary 30km/h speed restrictions apply to allow upgrading works. Kapiti Rd will be widened, with more lanes created at the busy intersections with Milne Drive and Te Roto Drive, new traffic signals and safe ‘‘hook turn’’ bays created to protect cyclists. The temporary 30km/h speed restrictions will apply on different sections of road, as the work progresses. It is planned to remove the present leftturn lane from Kapiti Rd into Te Roto Drive, meaning the intersection will revert to standard give way rules. The whole project is expected to be complete by the end of August.

TREE WORK

Four pohutukawa trees will be replanted as part of the reconfiguration of the Kapiti Road/Milne drive intersection upgrade. They will be replanted in the immediate area along with bedding plants currently in place at the intersections. Four other trees will be removed because their roots cannot be lifted through the service lines without causing substantial damage.

RUTH PREPARES A MEAL FIT FOR A KING DAVID HAXTON Helping cook for the royal couple was a night well-known chef Ruth Pretty will always remember. Mrs Pretty, who owns Ruth Pretty Catering, located in Te Horo, was asked a while ago via a government official if her business could create a dinner at Premier House for the Duke and Duchess of Cambridge, Prime Minister John Key, his wife Bronagh and their son Max. The brief was to create a quintessential and contemporary kiwi meal. The request was some months ago and not many people knew about. ‘‘We had to keep mum on it,’’ Mrs Pretty said. The dinner took place on Monday, April 14 with the highpowered guests arriving about 7.30pm and leaving after 9.30pm. First up was a tasting plate comprising six iconic tastes including bluff oysters, whitebait, venison, salmon, fresh figs with buffalo mozzarella, scampi tails. Then guests had a choice of either snapper or a rack of lamb. Dessert was a passionfruit pavlova, feijoa ginger and mint salad, gingerbread scroll, and some hokey pokey sprinkle. Afterwards Mrs Pretty pushed out a cheese trolley featuring six artisan style cheeses.

Ruth Pretty ‘‘I explained the cheeses and where they came from, even down to some of the animals names they came from. ‘‘The royals definitely like nice cheese.’’ Mrs Pretty, who helped cook the dinner at Premier House with fellow chef Jessica Christensen, said: ‘‘It was an exciting night and a very nice evening. ‘‘I felt very privileged to be there and have the opportunity to

meet them [William and Kate]. ‘‘They are a very charming and natural couple.’’

Looking back on a career in the army DISTINGUISHED CAREER: Paraparaumu’s Roger Newth’s long army service includes missions in Malaya and Vietnam. Cloe Willetts looks into the fascinating journey of Kapiti’s war hero. Roger Newth first enlisted with the army in 1956, beginning his longstanding career in Auckland as a fast-learning 16-year-old in basic training, who was quickly invited to train as an instructor in his second year. Spending 16 weeks on an intensive instructor’s course, Newth passed with flying colours, and was sent to various schools around Waiouru before graduating artillery training in 1957, and being posted as an All Arms Instructor. ‘‘Compulsory Military Training was going and I was put in command of a 36-man hut, with all the guys between 19 and 21,’’ he said. ‘‘Of course — they didn’t know I was 18, and I didn’t let on!’’ Promotion to Lance Bombardier (1 Stripe) followed, seeing the gifted leader sent on a Field Artillery Radar Operator’s and Instructor’s course. Becoming part of the reform of the 16th Field Regiment, he completed further extensive training, and was promoted to Bombardier in 1959 — before being sent on a Technical Assistants course the same year. ‘‘When I finished that course, I remember one of my contemporaries inviting four of us to a Papakura hotel to celebrate his 21st birthday.’’ ‘‘You can imagine his disgust when the barman refused to serve him because he reckoned he was under age — when he was really the only one who was 21.’’ In early 1960, and part of 161 Battery RNZA, Newth was introduced to the art of gliding, becoming part of the Auckland Gliding Club and classifying as a ‘C’ Gliding Instructor in 1962. Describing the experience as hair-raising, he fell in love with gliding, and was quickly recognised for his potential in the field. Going on to work as an instructor at the Auckland Gliding Club, 1961 later saw him posted to Waiouru as an instructor at the Recruitment Training Depot, before he was promoted to sergeant and put in charge of running recruit courses.

‘‘That was a rewarding period for me,’’ he said. Leaving for Malaya with his battalion in November, 1963, Newth flew out in an RNZAF DC 6, beginning his first international army exploit.

Awards

During his time in Malaya, Newth was kept busy — completing a string of testing exercises including expeditions around the highest mountains in the area. The beginning of his mission saw him stationed at Terendak Camp in Malacca State, where he was sent on a Jungle Warfare Instructor’s course at Kota Tinggi in Johore. Newth describes a time in late 1964 as an Infantry Platoon Sergeant on operations, with 28 men in his platoon, when the Indonesians decided to take over the newly-named Malaysia, sending three C130 loads of paratroops to deal to him and his men. ‘‘Only one load made it across, and we were sent to Johore to find them and take them in,’’ he said. ‘‘It all worked out quite well and the Indonesian paratroops were all accounted for quickly.’’ Newth described that stage in his army career as most satisfying, with him and his then-Platoon Commander awarded a Military Cross in Borneo for their efforts in the feat. Newth said he was sent home from the mission in April 1965 without explanation; though later found out it was because New Zealand was sending 161 Battery to South Vietnam, and he was slotted in as a replacement for the Battery Commanders Survey Sergeant. On his return he was posted to the RF Cadet School in Waiouru as a Platoon Sergeant, and had to live in the Cadet Barracks — which he said was a shock to the system and less than ideal. Despite initial disappointment, a silver lining ensued, with Newth able to spend more time flying at the Auckland Flying School. He was posted to 161 Battery Depot in Papakura in July 1966 for training, before his next international venture to Vietnam in midJanuary 1967.

Vietnam

Newth’s extensive training came in handy during his stint in Vietnam, where he acted as the Battery Commander’s Survey Sergeant, Technical Assistant — a role he said was extremely rewarding. With his battery deployed alongside Australian Infantry Battalions, he was responsible for arranging all the fire support for the Infantry Battalion. His role included coordinating the fire of six inch gun cruisers offshore, as well as

landing ships firing five inch rockets, fighter bomber strikes, and B52 strikes. ‘‘36 x 750 pounders dropped is quite an awesome sight,’’ he said. On January 31, 1968, he returned home and he was posted back to Waiouru as an instructor at the School of Artillery, and became Radar Senior Sergeant and then Troop Sergeant Major of 1 Locating Troop. ‘‘This unit used radar to locate enemy mortars, ran a meteorological station for the Met Service, and conducted the formation survey tasks for the 1st Infantry Brigade.’’ Ending up in Christchurch in 1972, Newth merged into the role as the Battery Sergeant Major of a Territorial Battery. ‘‘While there, there was a change of government again, and the operating National Service Scheme was cancelled, so we ended up with a Battery of about 20 instead of the 120 that were on strength when I arrived there.’’

Disillusion

In early 1974, the Xth Commonwealth Games were held in Christchurch, and Newth had the job of firing the salutes for the opening and closing ceremonies, as well as the arrival and departure of The Queen. The army’s participation in the games helped to slowly improve the decreased staffing situation, though Newth said it was still short on numbers. In 1976 he was posted back to Waiouru as an Instructor at the School of Artillery, and was promoted to Warrant Officer One in April the following year. ‘‘At this time I became pretty disillusioned with what the future held for me, and applied for a commission later that year,’’ he said. Commissioned as a Lieutenant, he was posted back to RF Cadet School as the Administration Officer — much to his distaste. ‘‘I only stayed there for 13 months and then went as a Captain to Fort Dorset in Wellington, as the Adjutant, where I stayed Until August 1981.’’ Becoming ‘‘disillusioned again,’’ Newth took the move to be released from the army, and went on to build a house in Paraparaumu Beach’s Aaron Court. Taking a further leap, he bought a cargrooming business in Porirua, which he said went well for a year before then-Prime Minister Robert Muldoon brought in his Price and Wage freeze. ‘‘This meant car sales fell to the lowest in years, and my business went belly-up. So I reenlisted in the army in 1963.’’

Headquarters of Army General Staff — which he did not enjoy — followed by a posting to Defence HQ as a major, in the Support Branch, in 1987. Newth said his new army role, which would be his last, included purchasing ammunition, with the responsibility of the supply of rations and fuel. ‘‘The whole post was responsible for about $20 million per year, with an additional $4 million for reserve ammunition stocks, he said. ‘‘The finance was very tightly controlled, and consent had to be obtained for any purchase over $20,000.’’ Making purchases on ammunition from the UK, France, Belgium, US, Singapore, Israel and South Korea, Newth said all in all it was a fairly satisfying posting. ‘‘By then I was turning 50, and there was a review of the defence organisation, and they went back to single service purchasing of all those things that had been centralised — i.e. my job!’’ Retiring on November 8, 1989, a day before his 50th birthday, Newth finished his army career with a bang. ‘‘I have been asked what I would do if I had my time over again,’’ he said. ‘‘I have to say — I would thoroughly enjoy doing it again.’’

Kapiti’s mature residents mainly happy The majority of mature residents are very happy or satisfied with their life, a Kapiti Grey Power survey reveals. This was the first large-scale survey that specifically asked about the health and wellbeing of residents over the age of 50 and sought to identify specific areas of their needs within the community. ‘‘Overall the survey is a helpful indication of the lifestyle of seniors in Kapiti,’’ Kapiti Grey Power President Trevor Daniell said. ‘‘It shows a predominantly positive experience while indicating areas where some people’s lives can be improved in their later years.

A total of 96 per cent of respondents to the survey listed elements that contribute to their well-being, such as, feeling safe at home and in public, being able to get to medical appointments, getting out and about for their daily living needs together with having enough income to live comfortably during retirement. The majority of respondents are retired, live in their own home, are able to get out and about socially as much as they wish, have income sources in addition to National Superannuation and know their neighbours. Respondents ranked crime and anti-social behaviour as the number one concern even

though 98 per cent stated they feel safe at home or in public all or most of the time. ‘‘This could be perception rather than based on personal experience’’ Mr Daniell said. ‘‘However it may be that on the occasions they don’t feel safe it makes a significant impression.’’ Other concerns closely ranked included poor health, decreased personal independence, financial worries and staying in their own home. Respondents that don’t feel safe and also ranked their health as poor are not happy, have a disability or chronic illness, have been the victim of harassment, crime or pressure,

have a lower standard of living and do not get out socially as much as they would like. ‘‘This group may be underrepresented in the survey.’’ The survey was carried out from Paekakariki to Otaki during June and July 2013. It was delivered to all Kapiti Grey Power members, most retirement villages and made available at local libraries. ‘‘It is clear that the responses are not representative of the total Kapiti population geographically or ethnically. ‘‘It may be that those with chronic illness, disability and with limited mobility are also under represented in the survey. ‘‘Another group under

represented are those aged 50 to 64 years. ‘‘This group are more difficult to access as they are more likely to be busy working and less likely to be current Grey Power members. ‘‘Of concern is the third of respondents who report having gone without 13 basic items. ‘‘Most of these people have gone without multiple items. ‘‘The list includes dental care, heating, appliance repairs, doctor’s visits and food.’’ Grey Power Kapiti worked with Age Concern, the Older Persons Council and the Red Cross to prepare the survey and council helped deliver the survey to the community.

MENZSHED MEN HELP OUT PRE-SCHOOL CLOE WILLETTS Wednesday morning saw children of Waikanae Montessori Preschool delighted to watch the ribbon to their new playhouse cut, built by MenzShed Kapiti in an eight-month voluntary project. First brought to attention in December last year, dressed in lights as part of Light Up Kapiti, the beginning stages of the playground structure was the focal point at a MenzShed Kapiti display. Now freshly painted and settled in its new home on Seddon Street, the playhouse is a popular new addition for the children, who braved the wet weather last week to welcome its launch in a morning tea celebration. Connected to a dry path leading towards another cottage on the playground, the playhouse has two entrances and windows for children to look through, and as a backless structure, is secured against a fence. Head teacher Margaret de Vries, who has worked at the pre-school almost 25 years, said the playhouse makes an exciting addition to an area of land that was previously unused. ‘‘We approached MenzShed Kapiti and asked if a playhouse was the sort of project they’d be

interested in doing, and straight away they said yes,’’ she said. Created using all natural products, the playhouse is empty on the inside, in a bid to encourage open interaction among children. ‘‘Sometimes it might be a cottage, sometimes a fort, and other times a hiding place.’’ ‘‘We were really happy with the result and would be delighted to work with MenzShed again.’’ Given a basic outline of what the pre-school wanted for the design, MenzShed Kapiti embraced the project and adapted their skills to create what Mrs De Vries described as ‘‘something amazing.’’ ‘‘Children come here from ages 2-5, so if the playground stays the same in that time, it gets a bit standard,’’ she said. ‘‘When they saw the cottage arrive yesterday morning on the back of a trailer, they were excited and swarmed over.’’ With 40 children currently attending Montessori Waikanae, Mrs De Vries welcomes parents to visit the pre-school, which offers 20 free ECE hours. Finding pathways to lift youth employment Last week, I was privileged to co-host with Liz Koh from the Chamber of Commerce a business forum focused on Youth Pathways to Employment. The forum concentrated on opening up opportunities in Ka¯ piti for young people to get jobs, work experience, internships or cadetships. The opportunities were revealed by a Business Stocktake survey commissioned last year by the council and undertaken by the chamber, looking at what barriers exist to youth employment, the needs of employers and how young people and businesses can connect. The Stocktake attracted input from 185 businesses and showed employers placed most value on a good work ethic, reliability, willingness to learn and a positive attitude. Main barriers to increased youth employment include financial pressures and businesses having insufficient work to warrant employing more. The bottom line is many

businesses are keen to open their doors to young people. Last week’s forum was an important stepping stone in getting more young people into employment and the wide range of participants underlines the broad base of support for the project. As well as the chamber, there were councillors and community board members, Youth Council members, college principals and careers advisors, Ka¯ piti Youth Support, Whitireia Community Polytechnic, Work and Income, Workbridge, the Ministry of Education and Inzone careers kiosk representatives. Plus there were 15 local businesses supporting the project — Mission Hall Creative, Print Mighty, Cre` me Cuisine, Green Mantle Estate, Kapiti Business Projects, BCE Catering Equipment Ltd, Mahara Gallery, Kapiti Cakes and Bakery, Carters, HMC Kapiti Ltd, Columbus Mega Mitre 10 and Entyre NZ Ltd. All were keen to do something to turn the ideas and recommendations from the stocktake into reality. This is what we need in Ka¯piti — a vision to retain young people training and working here, by connecting them with employers, letting them know what’s available, making sure they have the right skills and attitudes and by

encouraging businesses to take them on, be it through full or part-time work, work experience, apprenticeships or cadetships just as the council is doing. And it isn’t just about young people as employees. There are opportunities for young people to start their own business like Korby Hall, who runs Columbus Mega Mitre10, and Pearl and Austin Delaney-Girdlestone of Lucky You Caps, who won the Professional Award at last year’s Shout Out Youth Awards. The model has worked elsewhere. It was pioneered in Otorohanga by then Mayor Dale Williams, and its success is a flag-bearer for us. We are working though the actions generated by the forum and updates will follow. I will be behind this all the way and I am proud our businesses and our community for uniting to give our young people a chance to start their working lives here, within our own ranks.

Well done Jack

Congratulations to Jack Potaka for winning the Cyril Bassett speech prize and how pleasant it is to see this top award going to a promising young Maori from Otaki. I was lucky enough to meet Mr Bassett in the early 1970s, shortly after graduating from university. Strapped for cash I landed a weekend job looking after his sister’s garden in Parnell Auckland, where he would drop round on a Sunday afternoon to help trim her roses. He was in military communications when he won his VC in Gallipoli, but was later gassed in France on the Western Front. Like many old soldiers he was friendly, yet reserved and never discussed his time in the military. He was in his 80s by then and very frail, and his sister who was just as frail, was constantly solicitous of his health. She would remove the clippers from his grasp and order him to sit down. He was long retired by this time though if my memory serves me well, it was the National Bank in which he subsequently made a distinguished career. DEREK SCHULZ RAUMATI BEACH

Decisions rushed

Last year I stood for council stating ‘‘Yes processes must be followed but considered not rushed’’. This is the key area where this district continues to let itself down. Too many decisions/actions have not been diligently considered and to many it has a ‘have sledgehammer kill fly’ mentality. This derives from the executive not the governing council. Councillor Gurunathan is correct when he states ‘‘It’s the governance body that is responsible in ensuring delegated powers are enforced properly’’. He would however be better advised to put his

energy towards constantly lobbying his views to his fellow councillors rather than criticizing them publicly in his column. The Kapiti executive tail (pardon the terminology councillors) has been wagging the dog too long however until council agree to take action it is unfair to criticize a newly elected mayor for trying hard to work with a CEO he did not appoint. Finally to the Paraparaumu district who gave me enough votes to enable me to get my deposit back but nowhere enough to be elected, thank you, I have dodged a bullet. TIM PARRY PARAPARAUMU BEACH

Mayor did well

I congratulate Mayor Ross Church for his unreserved apology to Peter and Diana Standen in the Kapiti News April 16. I hope that this is an indication that the mayor is now taking responsibility and showing leadership. This needs to continue and staff must be reined in and corrected for their jump in, bully and charge approach to such issues. I believe that decisions of this nature should not be delegated to staff and that any employment contracts that contain clauses giving staff this power are in breach of democracy as I am sure any lawyer could prove. Ratepayers voted in a mayor and council to perform these duties, not to have them carelessly handed over to staff who have proved totally incapable of carrying them out correctly. I fail to see why the mayor feels the need to tread carefully. Just get in there and withdraw all charges pending against the McLeaveys and the arborist as well and start working cooperatively with people and local businesses instead of subjecting them to relentless bullying from inadequately trained staff. Running from tomorrow to May 18, the annual New Zealand Comedy Festival brings comedians from all across the world to our shores, which although small, boasts an internationally recognised collection of quickwitted and dry-humored local comedians. In his second year amid the festival’s sold out shows, energetic crowds, and tongue in cheek anecdotes, Mr Threlfo will be presenting his act A Mild Life Crisis from May 7-10. A time to remember our sacrifices This week we recognise Anzac Day and remember those who have sacrificed so much on our behalf. I’m looking forward to speaking at the Otaki dawn service and attending other services in Horowhenua on Friday. Congratulations to former Otaki student Jack Potaka who won a nationwide veterans speech competition and his prize is attending Anzac Day commemorations at Gallipoli. I was fortunate to speak as Minister of Veterans Affairs at the dawn service at Anzac Cove and Chunuk Bair in 2012 at Gallipoli. It was an incredibly moving experience and one that I will never forget. As the resting place for so many of our war dead, Gallipoli has become

a sacred place for all New Zealanders. I was shown around the various battle sites on the Canakkale Peninsula and saw first-hand the incredibly difficult conditions our soldiers faced, with towering cliffs and steep gullies. Anzac Day is a time to reflect and pay tribute to our ANZAC veterans. It is a time to stand together and remember more than 2700 New Zealanders who lost their lives serving as part of

the Australia New Zealand Army Corps (ANZAC) that landed at Gallipoli on 25 April 1915. The First World War had an enormous toll on our young country. Our population at the time was less than one million, yet an expeditionary force of 100,000 was provided. Of those, 58,000 were killed or injured. The number of people attending local Anzac Day celebrations is increasing and this shows the importance we attach to our military history, and the respect we continue to have for such occasions. Next year marks 100 years since the Battle of Gallipoli - an

important part of New Zealand’s history and I know there will be many special events held locally. A special development is the National War Memorial Park in Wellington which will be a lasting legacy to all service men and women who have fought for this country. The park will also provide an opportunity to recognise military conflicts not subject to a national memorial in this country, such as New Zealand’s on-going role in peacekeeping. This year on Anzac Day the New Zealand Defence Force will have around 192 personnel deployed on eleven peacekeeping operations, United Nations missions, and defence exercises around the

world. The Government’s commitment to veterans is ongoing with Prime Minister John Key announcing a package of changes to better recognise and support our veterans and exservicemen and women. New legislation to implement many of these changes is now in its final stages through Parliament. It also builds on a special one-off increase of 5 per cent to the War Disablement Pension and Surviving Spouse Pension in April last year, benefitting nearly 17,000 veterans and surviving spouses. We are committed to recognising and supporting our veterans, acknowledging the tremendous sacrifices they have made for New Zealand. Lest we forget.

Public confidence in democratic institutions rely on the twin pillars of transparency and accountability. That is why we have checks and balances like the various offices of the Ombudsman and the Auditor General’s office. They provide an independent audit of the actions and decisions of politicians, bureaucracies and other bodies. Democratic institutions true to the principles that define its culture must also have internal mechanisms for correction. The series of bad and costly decisions by us has brought us to a crisis of public confidence in council. Across the district, wagging tongues claim the tail is wagging the dog. Bureaucrats, however, have become an easy target. Councillors, as the governance body, are ultimately responsible to the public. Firstly, do we have the internal mechanisms for correction and improvement? Secondly, are these mechanisms transparent and accountable to the public. During a crisis of public confidence, positive answers to this second question is critical to council’s ability to restore public confidence. All power structures control information. I’m told that steps are being taken, by the ‘inner circle’ within council’s elected members, to explore, identify and remedy the elements within council’s bureaucracy that had gone feral. If council does not actively use these internal mechanisms and be transparent, then individuals, or groups in the community, will continue to appeal to the Ombudsman office to secure the

information and make it public. Do we want to continue a combative culture where council is constantly fighting its ratepayers? I’m happy to inform readers that Mayor Ross Church has assured me of two internal investigations. Senior managers Stephen McArthur and Jane Gunn ‘‘have been assigned to investigate’’ how Dr James Carley was appointed to the science panel on the coastal hazard lines. Carley was appointed by a selection committee of councillors from experts short-listed by staff. As a member of that panel, I recall clearly the instructions to staff that panel members must be totally independent of Dr Shand. Staff assured those listed were vetted for any conflict or perceived conflicts of interest. It now transpires Dr Carley had a history of collaboration with Dr Shand. This is not about Dr Carley’s professional integrity but a question of elected members’ confidence in the integrity of our decision making process. The mayor has assured me all councillors will be briefed on the outcome of the investigation and the remedies. The second investigation, led by senior manager Wayne Maxwell, involves another chain-of-command failure. Given the creation of the science panel, councillors had instructed staff there should be no more contracts to Dr Shand on coastal matters. Despite this instruction, Dr Shand had completed an investigation on the hazard lines impacting Kotuku Park developments. So we have this ridiculous situation where we have ended up having to pay Dr Shand $10,000 to redo the hazard lines council imposed on Kotuku Park based on the original data from Dr Shand! The public has a right to transparency and accountability. It will be good if elected members also have that same right.

Grannies conquer Otago Rail Trail Four local grandmothers, Lee Kelly, Biddy Demuth, Lorraine Fin and Deirdre Power, have cycled the Otago Rail Trail. They started at Pukerangi and after cycling for 12kms on ordinary roads stayed in a school house for the first night in Sutton a short distance before Middlemarch. ‘‘It was a hoot, lovely food and loads of laughs and chats with lovely people,’’ Lee said. ‘‘A few games of cards then into our creaky bunks.’’ Day two comprised 70km from Sutton through Middlemarch to Ranfurly ‘‘with the glorious Otago plains spread out around us’’. ‘‘We soon began to wish we had done more training. ‘‘The weather was superb, the scenery breath taking the people positive and encouraging. ‘‘It was like riding through a history book with all the stories of pioneers and brave endeavor. ‘‘We just kept those legs pumping and our hearts high. ‘‘Nobody tells you about the slow electric shocks in your posterior, fires lighting up in our thighs and the burning knee caps or the rough gravel path.’’ After a restless night in the Ranfurly Motor camp on day three, they rode a short distance to Naseby, where they had a rest day and went curling. ‘‘Had a great picnic and explored the beautiful quaint town, met some real characters and had a great singsong around the piano with the locals. ‘‘Lots of yummy food and red wine and comforting camaraderie.’’ Day four was a 60km plus ride from Naseby to Omakau

‘‘through the most amazing country — golden hills, jagged rocky outcrops and golden poplar trees outlined by purple mountains’’. ‘‘Through tunnels and bridges over wide rivers and deep gorges. They stayed in a ‘‘lovely old pub where the magazines were so old: Prince William and Kate Middleton were still courting, but the food was great and the

hospitality and jokes were superb’’. Lee said they were among a group of 30 who were supported by members of the Milton Rotary Tramping Club who fed and encouraged them all the way. ‘‘Every day at lunch times it was great to round a bend and find the organisers parked up on the side of the track with a yummy smorgasbord and a very

welcome cuppa. ‘‘Every night there were great get-togethers and natter sessions about the day’s experiences.’’ She said the last day was a breeze. ‘‘Somehow we were really flying over the bumpy track for another 32kms.’’ At Clyde they handed back their ‘‘trusty bikes with mixed emotions.’’ Overall the cycle experience

Teacher to study digital learning CLOE WILLETTS Paraparaumu College’s Fiona Jeffries is one of two New Zealand teachers selected to participate in this year’s Fulbright Distinguished Awards in Teaching Programme. The programme, which will involve Fiona living in the US from mid-August until midDecember, will see the English teacher enrolled in graduate level classes at a host university, where she will carry out educational research. Having accepted her award from Education Minister Hekia Parata and US Secretary of Education Arne Duncan at Parliament this month, Mrs Jeffries will also participate in team teaching, and seminar work in local schools. Mrs Jeffries’ research idea, which was the fuel behind her selection, was sparked by Paraparaumu College’s recent Good Learner Project scheme, which guides the college’s plans for the increased use of technology in the curriculum programme. Planning to investigate how digital tools are used in English classes in the US, Mrs Jeffries’ research will involve looking into achievement data, to establish whether there is a positive impact on reading and writing as a result of using digital technology. systems to share their successes and challenges, and in turn learn from one another. As well as two New Zealand teachers, the programme will include teachers from Finland, India, Mexico, Morocco and Singapore. ‘‘While I’m slightly daunted by the prospect of facing this challenge, I know I’ll learn so much living in the US, and participating in schools and at university level,’’ Mrs Jeffries said. ‘‘I’m thrilled and excited to be selected as part of this programme.’’

Sunsmart kids know the rules radiation emitted by the sun and its damage, as well as New Zealand’s position as a country with one of the highest levels of UV radiation in the world. Giving children sunsmart tips, including wearing protective clothing, regularly applying sunscreen with an SPF of at least 30, and avoiding peak burning times, Mrs Savage encouraged students to tell teachers off if they are caught outside without a hat. ‘‘We don’t have much pollution and the Southern Hemisphere where we live is tilted closer to the sun in summer,’’ she said. ‘‘That’s the bad news — the good news is we can do something about it.’’

Suzanne McPherson of Waikanae was just five when her family received news that her father Keith Harper had been killed at Cassino in Italy at age 39, on February 22 1944. Wounded by a shell blast that saw him die shortly after, Keith Harper, who had served continuously with the 4th Field Regiment since December 1941, was the only New Zealand chaplain to have been killed in action during World War Two. Years on, and his daughter entered a harrowing yet enriching search for the tale of the man she lost at a tender age, extensively researching Mr Harper’s life, and writing a book in his memory, Keith Harper; Man with a Mission. Influenced by interesting accounts told to her by her mother growing up, though thirsty for a deeper understanding of her father’s life, McPherson gathered all the information she could from her family, going on to begin a world-wide search for knowledge in to his journey. “It was clear to me that he was a man with a mission, believing that wherever there were people, God was at work,” she said. “But details were sketchy, and there was so much more to complete the picture. What really were the missing details of this special man’s life in New Zealand and on the battlefields of the Middle East and Italy?”

“(Keith Harper’s) life was short, but his achievement great,” she said. “He had a wife and young family whom he adored, yet still made time and opportunity to serve others. His life was an inspiration to all who knew him, foremost among them his own family...I feel a tremendous bond with this exceptional man of love, and bravery, and endurance. My own life has been immeasurably enriched by Keith Harper, my own Daddy for such a short time. I will always be thankful for both my parents – for the father who gave his life for others and the mother who kept him alive in my mind and my heart.” Set to travel with her husband Gordon to Cassino on May 13, McPherson will attend three separate ceremonies and place poppies on her father’s grave. Published in 2012, Keith Harper; Man with a Mission tells an in-depth tale of the man she describes as having “an adventurous spirit”, and McPherson’s years of dedication to obtaining all the information she could. Included in her findings were articles written and published by her father during the war, which she miraculously tracked down. As well as shedding light on war time happenings, the articles helped to expose the life of Keith Harper, bringing her closer to the man she saw for the last time at age two. On Anzac Day McPherson will attend Kapiti’s commemoration service, wearing a Memorial Cross recently sent to her from a cousin, which had belonged to her grandmother. Only aware of its existence this year, McPherson said the crosses, presented by the Prime Minister to female relatives of men killed at war, are a sentiment to a soldier’s greatest sacrifice.

The three shipmates remember guerilla activity from the North Koreans, which they had to cover as they tried to make landings on mainland from the islands, where the enemy was still trying to overpower.

They described one occasion where the Hawea was close to Wollas-Do Island, when both ship and island came under fire from the mainland. Hawea immediately retaliated, repeating the battery next dawn and dusk, successfully quelling the bout of 76mm fire completely.

Paddy Finucane, Allan Erskine and Frank Houghton were all together in Paraparaumu for Allan and Ria’s diamond wedding anniversary earlier this year, and found time to talk to Ann Reading about their wartime experiences.

Hawea emerged unscathed, but was not always as lucky. One day the men were bombarding a shore battery from a position at anchor, when another battery of 76mm guns was sighted in caves further along the coast. The first hail of shells fell short of Hawea by about 200 meters, and the ship quickly up-anchored.

Paddy was a seaman petty officer in the war, Allan an acting petty officer stoker, and Frank a stoker. Frank, 93, who now lives in Queensland with his family, still makes regular trips back to New Zealand to meet up with his old army friends.

”You’ve never seen an anchor come in so quick in all your life,” Frank laughed.

The trio joined F422 Hawea together, a Loch class frigate, for her second tour to Korea under the captaincy of Capt. GR Davis Goff DSC RNZN, who eventually became Commodore.

“We generally tried not to make smoke, which could give away our position.

Allan said the three men really respected him because he had joined the navy as a boy seaman and risen through the ranks, and “was a great commander”. Hawea sailed from New Zealand on August 4 1952, and was still in Korea at cease-fire on July 28 1953, before returning to New Zealand on March 2 1954. During that tour she sailed 44,700 kilometres (38,000miles) and reached Sasebo on October 1, before sailing north for coastal duty just north of the battle line.

The engine room was told “to make smoke” and Allan, who was in charge, thought ‘how the H--- do you make smoke?’

I suddenly remembered there was a tap you put cold oil in, and made smoke. So we escaped behind it weaving a course we hoped would deter them.” By the time the men returned to Auckland it had been – in the words of an official report – “three hard years, with none of the headline brilliance of great Naval battles.” “Its importance - denying the sea to the enemy, while making full use of it yourself – was as great as ever.”

The men patrolled about 60 miles of coastline, which included islands then occupied by the enemy, as well as friendly islands. “The frigates were small enough to also patrol the Han River; that’s why we were sent there.” As both Allan and Frank were in the engine room, they were not really aware of what was happening above, except for the effect it had on the ship. Paddy, who had already served in the Royal Navy during WW2 in the Russian Convoy (and was on the delivery voyage of HMNZS Rotoiti back to New Zealand), was an asdic petty officer on Hawea, constantly on the lookout for submarines as well as wrecks and obstructions.

Snippets from an article in August 1943’s New Zealand Army magazine publication, The Queue Ship, about the Maori Battalion becoming one of the best trained units in New Zealand. “The Maori troops hit their rubber deck with delighted bounces. It was their great moment of rewarded patience. Many months before, they had volunteered, been trained, and ready to go to the Maori Battalion. Instead they were the sad victims of sudden circumstances. Their dream liner became the plainest troop train: their destination a muddy farm. And winter had just begun! The men slept on fern under weeping puriri trees; for camouflage had not given in to dispersion. Combining hard work with characteristic mirth and melody, they sang their way forward till the battalion was recognised as one of the best trained units in N.Z… These men came from the four corners of Maoridom: from villages hidden behind hills: from pa rivers and along rugged coasts, where life is free and void of artificiality. The Maori Battalion fights by tribes. Platoons, and often full companies are men from one tribe. Officers and NCO’s will lead their own tribesmen in action. This is as it should be. It has proved itself in the battle exploits of the battalion as well as in the training camp in New Zealand…

This tribal division in no way conflicts with the essential unity of the race. In fact the battalion has been a great factor in bringing the people together more than ever. While the men will fight beside their tribal brothers they are all the sons of the war god Tu, united together to do a job…

Private Edwin Broad of the Canterbury regiment fought in France, keeping a small diary of his experiences that his family now holds on to. A re-typed copy of a poem written by Sergeant Desmond Sykes, an uncle of Kapiti’s Mary Kennedy. Born in England, Sergeant Sykes joined the Australian Army at a young age before the Second World War. This poem was hand written by him in 1942, after he was seriously injured and burned by mustard gas in New Guinea. He eventually recovered, got married and had a family in Australia.

A night of creative poet collaboration CLOE WILLETTS Guest poet Harry Ricketts is attending Kapiti’s Poets to the People night from 4pm6pm this Sunday, in a creative collaboration celebrating the written word at Raumati South’s Valhalla Village Garden and Lounge. With nine collections of poems published, including the recent Just Then in 2012’s Victoria University Press, Ricketts is a featured poet in recent issues of Poetry NZ and Takahe. Ricketts, an accomplished Wellington poet, teaches English Literature and creative nonfiction at Victoria University of Wellington, as well as co-editing the quarterly review journal New Zealand Books. Poetry to the People member Michael Keith said the event is set to be popular, with food and

Otaki leading the way Otaki is taking a giant leap towards becoming a world leader in digital education and no one is more excited than the kids of Te Kura a Iwi o Whakatupuranga Rua Mano. Students at the Maori language immersion school have received their very own Chromebook, an internetcapable computer device, as part of the launch of a community-led initiative that is aimed at improving students access to digital information. Inspired by the Manaiakalani programme operating in Auckland, the initiative in Otaki is being driven by the Te Reanga Ipurangi Otaki Education Trust. Chairwoman Rachael Selby said there are 1060

What’s On... Odyssey in the dust Track Director: John Curran. Starring Mia Wasikowska, Adam Driver, Rainer Bock, Rolley Mintuma. Running time: 110 minutes. From the producers of The Kings Speech comes this intriguing film based on a true story. In the wilderness, tracks are the things we follow, but also the things we leave behind. A trail of beaten earth can lead to the horizon in front of us, or a line of footprints can tail off toward the one behind. John Curran’s beautiful new film is about a woman who feels most alive in that place between starting point and destination. As such, she undertakes a journey that entails more betweenness than seems

physically possible — a 1700 mile solo trek across Australia’s major desert, on foot. Her name is Robyn Davidson, although passers-by call her the camel lady. Curran’s film is based on a true story. At age 27, Davidson walked from Alice Springs to the Australian west coast and wrote about the experience for National Geographic. The article was expanded into a memoir, from which Curran’s film was adapted. Davidson is played by Mia Wasikowska, who was a revelation in the recent BBC Films adaptation of Jane Eyre and an unhinged delight in Park Chan-work’s offbeat murder-mystery Stoker. Here she is ideally cast as someone who must be at once tough and fragile. Davidson doesn’t want to conquer the desert so much as engage with it on its own terms.

A new online system enabling doctors in emergency departments and after hours practices to view a summary of patients’ recent GP records, was launched at Wellington Hospital’s emergency department recently. The Shared Care Record system aims to give doctors and nurses much better information when they are deciding how to treat patients. This includes details such as what medications patients are on and any recent tests they have had, Health Minister Tony Ryall said. ‘‘Patients won’t have to repeat information as often, and can avoid having to undergo duplicate tests such as x-rays and blood tests. ‘‘The Shared Care Record will save time, save money, reduce waiting times and make a difference to the quality and safety of our health system. ‘‘Another benefit is patients won’t need to remember every detail of the medications their GP has prescribed.’’

Society has used Memorials in varying ways to honour life since time began. With about 80% cremation in this region, many people simply plan to scatter the ashes after cremation, but in the end most need a place to go, a special place to remember, and usually end up putting up a permanent memorial of some sort. Over 20 years ago the cremation wall at Paraparaumu Beach cemetery ran out of room and it was decided to place memorial plaques around an existing rose garden.

This idea caught on so quickly that within only a few months the garden plaques were full and a new garden was needed. All the cemeteries in the district now have gardens with plaques for people to either place the ashes or simply have a special place to come to. Improvements are being made to the way your information is shared.

The new electronic Shared Care Record will let authorised health care providers, such as after hours GPs and hospital doctors, access a summary of information from your GP. Information like your test results, medical conditions, allergies and prescribed medications will be shared. The information will be available at any time, even if your medical practice is closed.

A National Air Observers training course for Search and Rescue (SAR) personnel in techniques for locating SAR targets from the air is being held on Sunday April 27 from 10am until 4pm. An Air-2-There Cessna Caravan aircraft will be operating out of Kapiti Coast Airport. There will be two water targets located about 1km off the Waikanae River mouth and 1km off southern end of Raumati South beach. Two land targets will be placed on Te Kowhai Farm at Peka Peka and Queen Elizabeth Park. Spotting requires the aircraft to travel between heights of 400 to 1000 feet. There will be a total of three flights over each target.

Market huge success for busy Waikanae What a huge success this year’s Waikanae Easter Market was. Thankfully, the stormy weather stayed away, with just a brief shower mid-morning requiring the main stage to be mopped for the next performance. The community turned out in force, with stall holders, local businesses and groups putting on entertainment that offered something for everyone. I was told by many local residents, traders and businesses the market made a difference to the feel of the town at Easter, creating a sense of community. Waikanae, as a community, was a place to be proud of. The response to the market was fantastic. Mahara Place hosted more than 56 stalls. The market was packed with unique offerings, including food producers, vintage and upcycled items, jewellery, clothing, local artists and craftmakers. What’s more, this was not just a market — there was also plenty of entertainment. Audiences enjoyed the variety of dance styles showcased by Waikanae Dance

In today’s busy world it’s sometimes hard to fit it all in. Knowing the importance of exercise and the better quality life it brings, we have to find a way to work out and this is where there the convenience of a home gym comes in. You don’t need the latest, greatest exercise gadgets to build a home gym, in fact there must be hundreds and thousands of dollars worth of home exercise equipment sitting under people’s beds, in the garage or being used in the spare room to hang the washing on. I’m often asked which is the best gym on the coast. The best gym is the one that you attend on a regular basis. The same applies with a home gym. If you work out on a regular basis in your home gym then it’s worth all the money you spent on the equipment. I’ve seen some home gyms with treadmill, bike, rowing machine, cable pulley systems, free weights, Swiss ball and bench press — everything you need for a good workout — that can add plenty of variety. You don’t need all this equipment to start with.

A home gym could be just an exercise DVD and a pair of leg warmers or a Swiss ball and your iPod loaded up with ’80s classics. To start with you need to understand what you want to achieve in your home gym. Is it cardiovascular conditioning (exercise bike, treadmill or aerobics style DVD)? Or is it resistance training (bodyweight strength training or the use of dumbbells, barbells or cable pulleys)? To start with, clear a space in the garage or spare room and designate it for your workout area; set up a TV or music system and do whatever else you want to make it a space that you feel comfortable working out in. Plan the week and make it clear with the family and those around when you will be intending to work out — early mornings before the kids get up, in the middle of the day just before lunch or at night when everyone is asleep. It helps to have the support of others when starting an exercise regime. Use basic bodyweight moments such as squats, press-ups, step-ups, tricep dips and planks in the beginning to help you get some initial core strength. Then seek the help of an exercise professional to add variety to your routine and check the safety of more complex movements. Working out at home can save time and money but like everyone taking part in regular exercise you must find that motivation from within, because the importance of exercise is vital.

Jo’s aiming for a top mountain finish A fundraising quiz night has raised over $2000 to enable ultra runner Jo Johansen to take part in the North Face 100, in the Blue Mountains, Australia, next month. The quiz night was held in the Boundary Tap and Kitchen on Wednesday night and included about 15 teams. As well as some brain testing questions, there were a number of raffle draws, spot prizes and Andrew Smith, who is Johansen’s personal trainer, conducted a Q and A with the dedicated runner. Johansen, 34, has been competitively running for a year now and has had some impressive wins including at the Tarawera (70km) and The Hillary (80km) off road ultra marathons. Smith said completing such events was ‘‘amazing’’ and to win them was ‘‘crazy’’ especially as Johansen was competing against others who had been running for a long time. He described her as a ‘‘super humble girl who won’t do anything to blow her own trumpet.’’ Johansen said the fundraising event was a bit overwhelming and she wanted to thank everyone for attending. ‘‘It’s pretty weird to see so many people hear supporting me and it’s a bit emotional.’’ When she started competing in some events and got some placings, she decided to ‘‘dedicate everything I have into my running’’. She runs most mornings before going to work and then again in the evenings — roughly

about 33 hours a week. Her longest training run was eight hours. ‘‘No time for anything else really.’’ Food wise, she lives on a vegan style diet. ‘‘I basically run on a lot of museli seeds, nuts, vegetables. . .I also do like to have icecream and chocolate milk now and again.’’ Race wise she relies a lot on energy gels and bananas. ‘‘One of the things I want to try is real food, that’s next.’’ Looking to the future, training for the the North Face 100 is going well. Pharmacy first in aiding less mobile health users Kapiti has been chosen as the first location for a new nationwide initiative supporting health consumers with reduced mobility. Life Pharmacy Coastlands (formerly Radius) has launched a comprehensive range of independent living products helping people remain active and mobile in their own homes for longer. Kapiti’s ease of accessibility has been a key reason the pharmacy group has selected the district for its first outlet. Research by the company and its supplier recognised the pro-active way council, Coastlands and other major facilities supports those who are less mobile.
