Children from Taitoko, Foxton Beach and Fairfield Schools participated in the challenge. It required the students to keep a portfolio for a year on their involvement with Junior Neighbourhood Support and related activities in the community in which they live. Each of the judges had been involved with the groups and were aware how the programme had enriched the students’ lives. “Foxton Beach School has planted an amazing garden with Flanders poppies, which should be a blaze of colour by Armistice Day,” Keep Levin Beautiful representative Janet Brown said. “Children ate vegetables from a vegetable patch they’d created.” Ross Brannigan representing Emergency Management was impressed how the programme had encouraged children to educate their parents. “They are taking information home on how to react in an emergency, their parents are getting involved,” Mr Brannigan said. “It’s a great situation.” Horowhenua Neighbourhood Support manager Wendy Foreman visits participating schools regularly throughout the year, arranging speakers and

Overall winners will join Ms Foreman, team leaders and supporters on a three-day camp at Greenpastures in Wanganui. They will participate in leadership and confidence building activities. “It gave the children an incentive,” Ms Foreman said. “It instils a sense of pride in themselves, their school, home and community.” ANZ Bank donated $2704 earlier in the year enabling a deposit to be paid to reserve the venue. The camp starts on November 30.

JUNIOR NEIGHBOURHOOD SUPPORT Junior Neighbourhood Support programme aims to promote a sense of pride, safety and community spirit in children and in the wider school community. The programme works in partnership with NZ Police, Fire, Civil Defence & Emergency Management, and local sponsors. It was first trialled in Horowhenua in 2010. Some activity areas covered are bike safety, preventing bullying, school and street clean ups, reporting graffiti, awareness/ assistance with fire/police/civil defence services, getting their families to join Neighbourhood Support, helping a neighbour. Children performing any of these ‘safety activities’ can be nominated by school staff, families and members of the community for an achievement award. The programme positively reinforces areas in the curriculum and existing school programmes, which ensures support by schools, their staff and the community. Participants keep a portfolio which is judged at the end of the year.

Rate rebates
I read that $2.2m is owing to the council for rates. It continues – “Payment Options” – “Direct Debit” – “A range of options”. It is not that there are insufficient ways of paying but it is the amount that is the problem. More so if one loses their job. I do worry that such a situation will become more likely in the future. My total rates increased by $189 but the rates rebate scheme increased by only $15. People can only pay such increasing rates figures by foregoing other items they may prefer, or simple pleasures. Councillors don’t consider us when setting rates levels for what they decide to spend. MICHAEL NASH Foxton
Job situation
If an economic development strategy is to succeed it needs more than the involvement of local businesses to drive it. We often hear local business owners bemoaning the lack of suitably trained local people, conversely I am sure that many local people with training and qualifications have plenty to moan about the lack of suitable opportunities too. But the latter perspective appears to be an irrelevant consideration. This is one of the problems when a strategy only takes into consideration the needs and aspirations of local business owners. If local employment opportunities were so plentiful why is it so many local people have to leave the district or travel to Wellington to find work? No, this problem is much bigger than the lie being presented by local employers that the opportunities are there but

the staff are not. Also, one of the biggest problems is the kind of employment opportunities that are offered here. Invariably low paid and with little or no future career prospects. Also, what about the obligations local business owners have to provide healthy and safe working conditions and a decent wage as opposed to the minimum wage? There are so many issues being essentially ignored as relevant to promoting economic growth. In fact I would go so far as to say it is the limitations of business owners, both in their thinking and practice, that is one of the main obstacles to driving economic growth. Wildlife Foxton
A fascinating concept is being developed which could economically and ecologically benefit Horowhenua generally and Foxton in particular. It is undeniable that Foxton’s location, just 170 meters from State Highway 1 and bordering the Foxton Loop, the Manawatu Estuary and the internationally acclaimed Ramsar area is ideally placed for ecological tourism.
Foxton is also home to the excellent working Windmill, a horse drawn tram, a flax museum and MAVtech, which houses what is probably the best collection of antique audio visual equipment and films in the Southern hemisphere. A small working party is developing the concept of a wildlife centre on the banks of the Foxton Loop that will consist of an aquarium and terrarium with New Zealand native fish and reptiles, and a walk-in aviary housing New Zealand native birds in an area containing native flora and fauna. Wildlife Foxton would be a superb educational and informational facility as well as a tourist attraction. It is envisaged that the Trust currently being built to own and operate the wildlife centre can serve as a hub, bringing together the disparate groups in Foxton and develop and operate a holistic plan which will bring about the rejuvenation of Foxton and its surrounds. NEWS IN BRIEF Trolley Derby
Palmerston North Blue Light Trolley Derby is on Sunday, November 9. It aims to encourage positive relations between police, young people, their families, and the community. Driver safety is paramount and all trolleys will need to pass a safety inspection. Trolleys must have brakes and mechanical steering is preferred. All competitors will be required to wear full-length clothing including trousers and long sleeves and a minimum of a cycle helmet is required. Elbow and knee pads are recommended. The derby will take place between 10am - 2pm on Cashmere Drive (off Aokautere Drive), on Sunday November 9. There is a $10 registration fee for each trolley. Registration forms are available from the Palmerston North Police Station.

A bunch of happy campers By TANYA WOOD Levin’s Event Centre played host to more than 600 happy campers over the long weekend, as Guides and Brownies from the Wellington region, including Horowhenua, enjoyed three days of activities in and around Levin. Even the deluge of rain on Monday did little to dampen the enthusiasm of this year’s regional camp dubbed the ‘Just 4 Fun Camp’. “Girls don’t mind getting wet,” said district co-ordinator for Horowhenua Deborah Kingi, who looked after a group of 10 girls from Levin. She said no-one got washed out, or sprung a leak in their tent. “We were all pretty warm and cosy. It makes it a bit more exciting and it’s what the girls remember most.” Pippins, from age five, to Rangers, up to age 18, took part in a range of challenges, including water slides, rock wall climbing, a version of My Kitchen Rules, crafts,
scavenger hunt around Levin, and for the older girls, rafting on the Otaki River. They also found time to help out in the community doing good deeds, including weeding and planting at the Garden of Eden, even digging out worms which the younger ones enjoyed, according to Deborah, plus helping out at the SPCA, RSA, Hinemoa House, helping with children’s programmes and making up packs for a Women’s Refuge Centre. There was also time for more traditional guiding activities such as making damper bread over a fire and a sing-a-long around the camp fire on the last night. The regional camps are held every four years, and Deborah says it will give these Guides and Brownies a ‘taste’ of what to expect ahead of the 2016 international Jamboree being held in Christchurch, which lasts seven to 10 days. The camp organisers wished to acknowledge the help and support of Maori Wardens for camp security.
New Zealand artillery men who have “served the guns” celebrate the 80th anniversary of the Royal New Zealand Artillery Association with a reunion in Wellington in November. It was formed in 1934 to help former World War I artillerymen who had fallen on hard times during the Depression and encourage support through comradeship. The Association today still plays a support role for members but puts most effort into maintaining a strong communications network to ensure members stay in touch with each other. New Zealand artillery units fought in both World Wars, Korea and Vietnam. It will be held between November 7-9 at the West Plaza Hotel, Wellington and is open to all gunners whether serving or retired, or Regular or Reserve. Information: www.rnzaa.org.nz/muzzleflashes.
Maori seats petition
Ngapuhi kaumatua David Rankin is organising a nationwide petition to seek support from Maori voters to end the Maori seats. He believes the seats are patronising and imply Maori need a special status. Mr Rankin said the seats were only ever meant to be temporary, and that the Royal Commission on Electoral Reform recommended that the seats be abolished if MMP was introduced. Less than half of Maori are now on the Maori roll, and the number is falling. The turnout in the Maori electorates is the lowest of all the electorates.

Alcohol set to fuel district’s Pleasing to see family violence incidents BLUE BEAT
By PETER FRANKLIN The family violence statistics in Horowhenua do not paint a pretty picture, with an average of four a day being reported to police over the past two weeks. Horowhenua police family violence co-ordinator Sergeant Martin Bull said, while the numbers were high, it meant there were also some positives to be gained. One is the increasing number of people not prepared to sit back and take abuse, and say nothing. Once an incident is reported to police,

He said this was a trend that started with the onset of warmer months. “There is an increase in social activities, which often means an increase in the amount of alcohol being consumed.” The period leading up to Christmas always sees an increase in family violence incidents, and Mr Bull is asking people to
remember that over indulging in alcohol can lead to big problems. “Be realistic, if you are going to consume alcohol be a social drinker, not a violent drinker,” he said. Four males aged between 19 to 22 and five males aged between 30 and 44 have been charged with various assault, intentional damage and breach of protection order offences, and three women, aged 17, 20 and 25, have been charged with various common assault and intentional damage offences. All will be appearing in court.

Travelling along State Highway 1 on Monday at about 3pm, reminded me why I avoid travelling on long weekends. Traffic was built up nose to tail, from the roundabout at Otaki to the passing lanes at Manakau, either crawling along at about 5km/h or stopped altogether. Having said that, everyone was being patient and I saw no dangerous driving manoeuvres. Thank goodness the Kapiti Expressway is well underway, and in time the remainder of planned works should eventually alleviate the traffic woes we currently experience across the district at peak times. I know full well that the Expressway has caused major concerns for a large number of households, but hopefully the changes will benefit everyone in the long term. While I try not to focus on the ridiculous escapades some people get themselves into, some stories just need to be told. One such incident on Saturday afternoon involved a noisy motor bike, the rider was not wearing a helmet and driving erratically on the road and public parks in the Gordon Place area of Levin. Police finally caught up with the motor cyclist in the early evening, still driving erratically and under the influence of alcohol. Not only will he be charged with a drink diving offence, he had his driver licence suspended for 28 days, a severe punishment in itself for a
person who drives for a living. Police are considering laying further charges due to the damage caused by ripping up the grass in a public park in Argyle Street. Readers might remember an article I wrote some weeks ago, in which I talked about stair dancing. This is a thief entering a business property, often at the rear, and using stairs to gain access to the various levels of the building to steal purses, wallets and money from unsuspecting office workers. An alleged offender had done just that at a business in Levin’s North Service Lane and had made his get away, discarding an empty wallet nearby. It is great to report the alleged offender has been identified for this theft, and a number of other thefts around Levin and also from as far away as Kapiti and Palmerston North. Sadly the young man is only 16 years of age; however the circumstances dictated that he was arrested, has appeared in court and has been remanded in custody to appear at a later date.

The Horowhenua Community Art Centre was opened in Bath Street in 2008 after Horowhenua District Council made the section available for building on at a peppercorn rental. A huge community fundraising drive initiated by the society enabled them to build the centre. White Ribbon Day at Manawatu College with WAYNNE NAPIER acting principal Each year Manawatu College dedicates a day of activities to increase student and staff awareness in relation to domestic violence, which is promoted nationwide through the White Ribbon campaign. This year, activities commenced at lunchtime with a free sausage sizzle, information sharing and tug-o-war contest between students and the local police. Activities that took place in the college hall included drama and music items, and addresses by local police, a Horowhenua HALT (Horowhenua Abuse Liaison Team) representative, and White Ribbon guest speaker, David White.

This annual event is a great reminder that businesses create thousands of jobs and help support our local communities and economy. It was a highlight to see Larry Ellison from Foxton and Mike Olsen from Paraparaumu inducted into the Business Hall of Fame. Larry started a fuel business without any formal qualifications, and through hard work and
determination was able to expand into other innovative fuel businesses. He has been a significant driver and supporter of the new Foxton Health Centre. Mike Olsen started operating a Four Square mini mart and through a passion for retail he grew to own and operate Kapiti Pak’nSave for many years. This is the largest supermarket on the Kapiti Coast employing hundreds of people. Mike has sponsored

Its been an extraordinarily busy year for Linda who directed the successful “Joseph And His Amazing Tecnicolour Dreamcoat” for Otaki Players in August, then embarked as director of HYPE - Horowhenua Young Persons Entertainment – at the Levin Little Theatre with over 40+ students taking part, plus running school holiday programmes for students. Author of 3 previous pantomimes, “The Christmas That Almost Wasn’t” which has been presented twice at the Theatre, “The Magical Christmas Caper” and “Encounters of A Fairy Kind”. Its not every day that you find someone who is the author, director and choreographer of a production – it takes a special talent. Last year Linda directed the successful “Seussical the Musical” for Levin Performing Arts and received a Globe Award for Best Show for Children. She has a great rapport with young people and adults and a clear vision of what she requires from each character to bring them to life.
