Fest future in doubt CLOE WILLETTS

Despite Kapiti Fest 2014 being a staggering success, the event may be discontinued because of lack of support from Kapiti Coast District Council. Following the first Kapiti Fest in 2012, which was put on hold for 2013 due to funding barriers, this year’s family event was on April 5 at Queen Elizabeth Park, raising money for the Child Cancer Foundation. ‘‘Up to 4000 attended and I’ve received such great feedback,’’ said organiser Kimberly Woodward, who travelled from Tasmania to run the event. ‘‘Unfortunately KCDC were unsupportive, and if I don’t do this again, it’s because of them not backing the event.’’ Miss Woodward said Wellington Regional Council and the public were ‘‘amazing’’, and it is a shame KCDC did not offer the same support. Despite applying for $10,000 from KCDC in the event’s first year, which cost $30,000 to run, Miss Woodward’s request was declined. KCDC advised her there was a possibility for funding the following year,

providing the event went well. ‘‘Afterward I met with then-mayor Jenny Rowan, who attended the event and praised its success,’’ she said. ‘‘I presented an event management plan that showed how and why I needed a small grant to continue the event. ‘‘It explained that after three years of support from council, Kapiti Fest would be financially viable, and would no longer need their funding.’’ Declined for funding in 2013, Miss Woodward was told there was a lack of money in the budget to support it. Although given the opportunity to receive a $500 community grant from KCDC this year, she said the amount was not enough to run such a large-scale event. Miss Woodward, who has spent time travelling Europe attending a range of festivals, said there is nothing like Kapiti Fest on the coast. While kids were entertained at the kids’ zone, parents enjoyed picnics and a live music line-up, with a variety of food options and more than 50 stalls. With the potential to draw crowds and vendors from around New Zealand, Miss Woodward said Kapiti Fest benefits local

businesses, as well as charities. Money raised from this year’s $5 entry fee went to The Child Cancer Foundation, with 15-year-old Thomas MurtaghBroekman also using the event to raise money for the cause. Mr Murtagh-Broekman took to the main stage to have his head shaved, inviting the public to make donations to his fundraising page www.givealittle.co.nz/cause/ thomasshavesforcancer, which is still accepting contributions. ‘‘I’m trying to create an amazing thing for families here in Kapiti,’’ Miss Woodward said. ‘‘I can’t keep doing it for love — we all need to come together to make it happen.’’ The council said it understands Miss Woodward has applied for funding from the Paraparaumu-Raumati Community Board, and this application will be considered at the board’s next meeting on May 13. Miss Woodward hopes to meet with KCDC over the next six months to discuss running Kapiti Fest in 2015. ‘‘Fingers crossed they will see the obvious,’’ she said.

Netball sensation Irene Van Dyk visited Year nine and 10 junior A and B netball teams at Kapiti College on Friday in an initiative set up to raise funds for the school sport. The new face of Tall Poppy, Van Dyk is visiting schools on the coast to promote a community fundraiser put in place by Kapiti’s one-year-old real estate division. Tall Poppy’s Marilyn Wright is donating $1000 from every successful property referral to Kapiti College netball during the month of April in a bid to help fund at least four sets of team uniforms. ‘‘Kapiti College desperately needs whole new sets of uniforms, which will cost around $4000,’’ Mrs Wright said. ‘‘My daughter attends Kapiti College and I am aware they are short on funds for netball, so I asked Irene if she’d be prepared to visit. ‘‘She was keen to get involved, so we got the ball rolling.’’ Mrs Wright said Kapiti College was the first in a line-up of local school visits for Van Dyk, who first joined New Zealand’s Silver Ferns team in 2000. ‘‘If other schools would like to see Irene, they can get in touch with me on

021 710 878 and I’ll organise it.’’ Kapiti College senior netball coach and ex-teacher Marian George said the school currently has 19 netball teams, and with funding running dry, Friday’s visit brought a much needed boost. ‘‘It’s been wonderful having Irene here to pass on skills to the students, and to promote the profile of netball here in Kapiti,’’ she said.

Australia will carry its flag at the Anzac Day dawn service at Paraparaumu to reinforce the close links between the two countries as they head towards centenary commemorations of the First World War. The Australian High Commission is sending Petty Officer Matthew Dunt of the Royal Australian Navy to join New Zealand veterans in marching to the Memorial Gates in Tutanekai St as dawn breaks at 6.30am on April 25. The High Commission has nominated PO Dunt’s mother Denise and sister Kimberley to lay Australia’s wreath during the civic service at the Memorial Gates at 9.30am. Local families of those who died in WW1 are invited to march in the dawn or civic parades wearing the medals their ancestors were awarded. Paraparaumu RSA will again throw open its doors to the public after both the dawn parade and civic service at 9.30am.

Expressway ahead of schedule CLOE WILLETTS Otaki MP Nathan Guy was among a group shown through expressway developments at Poplar Ave, as work on the $630 million MacKays to Peka Peka Expressway project develops ahead of schedule. Mr Guy was taken on a tour around the site this month, where work is in full swing, in preparation for changes to the positioning of Poplar Ave. As well as being shifted over slightly, with embankments added to either side of the road, Poplar Ave will see a new bridge run across it for the expressway. Currently in the stages of removing peat, an organic soil layer, contractors are working vigourously in an intensive preloading process, after learning the peat is too soft to remove and backfill with sand. ‘‘As a result of the peat, there’s a lot of preloading and drilling going on to ensure the highway doesn’t slump while all this massive excavation work’s happening,’’ Mr Guy said. The project’s construction manager, John Palm, took Mr Guy through different areas of the work site, including an area covered in geotextile — a holey fabric designed to work as a separation layer.

In an approach estimated to take 18 months, the geotextile process adds weight to the peat, pushing out unwanted water. ‘‘Geotextile is an interwoven fabric that is very strong and has a lifetime of hundred years or so, and is placed underneath the drainage layer, which is an open-graded stone,’’ Mr Palm said. ‘‘Through movement, such as earthquakes, and through the consolidation process, the geofabric only allows water to come up, and not materials such as fine sands or clays.’’ Another key component discussed on site was the project’s unique GPS system. The system uses live tracking, enabling workers to examine exactly how deep into the ground they have dug, as well as how much peat has been removed, in order to track the profile of the bottom of the peat. Mr Guy said the project’s state-ofthe-art excavation equipment, a first in New Zealand, tracks all excavation movement and has so far enabled contractors to determine where old riverbeds lie. ‘‘I have witnessed rapid activity here on the southern end of the expressway, and it’s fantastic to see this project is ahead of its timeline,’’ Mr Guy said.

Apology over withdrawn tree charges ANN READING An unreserved apology was offered to Otaki residents Peter and Diana Standen by Mayor Ross Church and councillor Gavin Welsh at the meeting of the audit and risk subcommittee of council on Thursday. They listened in silence as Mr Standen expressed the disappointment and anger eight months of worry over the tree-cutting charges, laid against him and Diana, had caused. He noted a non-response to two letters he sent to council last year, the first on August 26 and the second on November 5, confirming that their contracted arborist had been shown the council brochure that contained rules for native vegetation.

He questioned council’s statement that it was ‘‘new information’’ that led to the dropping of the charges. Community services group manager Tamsin Evans said the new information was not that ‘‘the Standens had been guided by the brochure’’ but that they had ‘‘instructed the work to be done according to the brochure’’, which had now been corroborated by the arborist. She said the material they had when shaping the prosecution didn’t make that point. ‘‘They talked about being guided by the brochure rather than instructing work to be done within the rules,’’ Evans said. Mr Standen said the fact their statement had to be verified means they didn’t believe us.

Council in gun for ‘wasting $1m’ ANN READING Council has failed to take responsibility in a number of serious matters, wasting $1 million of ratepayer money, according to Salima Padamsey, of Coastal Ratepayers United. ‘‘This is the same amount of money that has been spent on the whole Royal visit,’’ she said. At the audit and risk subcommittee meeting on Thursday, she outlined a number of matters where she claims councillors failed to take responsibility. The first related to the original Shand report that imposed coastal hazard lines on properties. ‘‘The science was proved wrong and an international panel found that all our (CRU’s) objections were proved right, the Shand Report found to be totally unfit for purpose.’’ The second cited the Proposed District

Plan, which Ms Padamsey said councillors thought to be brilliant, and councillor Diane Ammundsen said it was ‘‘highly defendable’’. However, Ms Padamsey said the same international science panel was scathing in its criticisms of it and revealed there had not been proper consultation. ‘‘The council had resolved no one on the panel should have any contact with Dr Shand while the review was in train. James Carley was the council’s only nominee yet, Ms Padamsey, asserted he ‘‘had peer reviewed Dr Shand’s work and also stayed with him at his home’’. She said CRU had been assured more than once that ‘‘none of the panel members had a relationship with Dr Shand’’. ‘‘What have you done about it? Nothing. By doing nothing you are agreeing.’’ Kotuku Parks development is another

area in which Dr Shand’s work was reviewed by the science panel and CRU believed that efforts were made to avoid coastal scientist Angus Gordon from presenting testimony criticising Dr Shand. This was followed by council assuring CRU that Dr Shand would not be undertaking further work pending release of the science panel’s report — a logical move as it saved duplication of scientific work and a saving of ratepayer money. However, Ms Padamsey said this too had been proved to be untrue. ‘‘Kotuku Park’s legal advisor was quoted in a Dominion Post article about Dr Shand’s ongoing work, ‘We have not seen that report but understand that it was undertaken with the knowledge and agreement of the council’.’’ She concluded by saying ‘‘to date this council has hidden behind the mumbo-

jumbo of management structures to enable councillors to avoid any responsibility. ‘‘Just one small example was to delegate all responsibilities to the CEO. ‘‘Why do you think it is a matter of integrity when you purpose to represent us when your actions appear to indicate the opposite?’’ Committee chairman Gavin Walsh said the subcommittee noted Ms Padamsey’s concerns and would ensure council is made aware of her opinions. ‘‘The council has already identified a number of areas where improvements to service are required, and continues to work closely with staff to implement the procedural and cultural changes necessary to achieve those goals. ‘‘However, it is also acknowledged that those cultural changes require time and patience from all involved in order to be successfully implemented.’’

New shop uses profit to help animals CLOE WILLETTS Friends of Animal Charities opened shop at the heart of Paraparaumu Beach on Friday, with a line-up of preloved goods and fresh produce set to raise money for animals in need on the coast. A registered charitable organisation, Friends of Animal Charities is run by 20 local women with a love for animals, and a dedication to helping charities, including HUHA, Horowhenua Rescue, and the nationwide desexing campaign Kitty Cat Fixes. Member of Friends of Animal Charities and shop volunteer Janine Tieman said the Maclean St premises had a successful first day. ‘‘We had Beach FM here with live radio coverage of the opening, and people in and out of the doors from 10 in the morning until 4pm,’’ she said. Selling a range of household items, the organisation is looking for donations to add to the mix. ‘‘We encourage people to drop things off for us to sell, including clothing, books, toys, small pieces of furniture, art and crafts, music, games, and produce such as plants, fruit and vegetables — pick up can be arranged.’’ ‘‘A lot of animal organisations struggle

Accepting help from volunteers, including needing a sign writer, Friends of Animal Charities is open Tuesday- Friday, 10am-4pm, and Saturday 9am-2pm. ‘‘If anyone’s shifting house, or has anything at home they don’t want, please give us a call on (04) 298 5122, or come down and visit us at 11 Maclean St — we’ll graciously accept it all. ‘‘We do it for the love of animals.’’

Marchers protest legal highs ANN READING Kapiti and Horowhenua residents took to the streets on Thursday in a march against legal highs. ‘‘Kronic now stands for the Government’s poor handling of legal highs,’’ Labour candidate for Otaki Rob McCann said. After the march he said, ‘‘The Government has dropped the ball when implementing the Psychoactive Substances Act. ‘‘The National-led Government chose not to replace the Misuse of Drugs Act which is completely out of date, instead it implemented just one chapter of the report — the Psychoactive Substances Act.’’ He says the marches around the country are a direct result of ‘‘a government that hasn’t done its homework, and once again, ignored the experts. We saw it with what should have been alcohol reform and we’re seeing it again with drugs.’’ Mr McCann says taxpayers will foot

Tale of Maori pilot earns trip to Gallipoli ANN READING When Otaki student Jack Potaka entered a speech contest organised by the ANZ bank and the New Zealand Returned and Services Association, he didn’t expect to be taking away the top prize of attending Anzac Day commemorations at Gallipoli as well as $1000 travel fund, a laptop computer and digital camera. Jack, 16, who is a boarder at Rotorua Boys’ High School, attended Kohanga Reo and Otaki School in Otaki before going to boarding school. His speech beat seven other Year 12 and 13 regional finalists to win the competition final in Wellington on April 4. His mother Katherine Tegg said Jack’s final speech was based on a story told to him by an uncle in Rotorua about a relative, and as a result Jack had changed the intended content of his speech only hours before presenting it. The contestants had eight minutes

to talk on the subject of New Zealanders at war. The judging panel was impressed with Jack’s passionate speech about the first fully qualified Maori pilot in the RNZAF, Porokohu Patapu John Pohe. The speech was called The Forgotten Hero. In it Jack detailed the young Porokohu’s determination to learn to fly and his successful career in the Air Force before he was shot down in Germany, captured and later executed. Jack said, ‘‘In his six months there Johnny believed firmly with the other prisoners that it was his duty to escape and re-join the fight. Because of his farm background, Johnny had many skills to offer and a strong work ethic to back up his bravery as a pilot, so he was instantly recruited into the select group Escape 200.’’ The prize was presented by the Governor General Sir Jerry Mateparae with RSA national president Don McIver and ANZ

Decision to prosecute ‘flawed’ Action is already being taken to ensure that there can be no repetition of the situation that gave rise to the prosecution of the Standens for felling native trees on their property. The withdrawal of the charges is only the ‘‘public face’’ of what has been happening behind the scenes. I have launched an urgent review of all the internal processes involved in coming to the decision to initiate a prosecution. As mayor, I have been constrained by legal restrictions from commenting on this case until now. For some time, I harboured misgivings that the council was pursuing the right course. I sought legal advice, independent of council, as to whether I could make public comment. The answer was no.

Since the council dropped the prosecution last week, I am now partly freed to do so, although I cannot make comment about the other two prosecutions still before the court. I can therefore now state the fact the prosecution was dropped, indicates the decision to start it in the first place was flawed. This is despite the fact we had an unequivocal report from an ecologist

and legal advice that the case was sound. This advice included a view from the Crown Solicitor. I accepted the advice I was given but I am not absolving myself from blame for the decision-making. My six months’ ‘‘honeymoon period’’ as mayor is over and while this case began before my term, the fact we have dropped the case tells me our processes failed and need to be changed so this does not happen again. That is why the review must take place and hard questions must be answered. I have asked why did we not adopt former Prime Minister David Lange’s famous quote of ‘‘taking a breather and having a cup of tea’’ when the damage to the trees was first discovered? Why did

The agency was attempting to take 980 sq m of Ms Grace’s land in Waikanae under the Public Works Act for construction of part of the MacKays to Peka Peka Expressway. The Environment Court ruled the move to take the land should stop, saying taking the land compulsorily would be unfair when an alternative route was available. A minor realignment of the planned road would avoid Ms Grace’s land, as well as the urupa (Maori cemetery) previously also in contention.

Why did we believe we needed to prosecute the landowners as well as the contractor? Why was corroboration of the Standens’ defence, of having briefed their contractor to abide by the council’s rules, not sought earlier? This is not a witch hunt, seeking to pin blame on individuals. It aims to reveal to the council the places where our processes and decision-making failed. As mayor, I promise to pursue answers to these questions. We need to fix any flaws to enable us to correct the problems. Above all, we cannot have this happen again.

Civic awards open

Ms Grace’s great-grandfather Wi Parata (Wiremu Parata Te Kakakura) was a Maori leader who had donated large tracts of land to the Waikanae community and Ms Grace had inherited the remainder, which the Maori Land Court has recommended be given special Maori reservation status. The Environment Court also said it did not believe the cost of any alternative route would be ‘‘anything remotely near’’ the $16 million figure being touted by the Crown. Although the Crown cannot take land that is a Maori reservation it was the responsibility of the owner to prove the land’s Maori significance. Ms Grace is said to be thrilled with the Environment Court’s decision but the agency says it needs time to review the decision before commenting.

Nominations are sought for the council’s 2014 civic awards, which honour individuals whose actions make a difference, either here or abroad. Nominations are also open for the Wellington regional community awards, which recognise groups and organisations working to improve their communities. The group winning the supreme award in Kapiti is automatically eligible for the regional awards. ‘‘The civic awards provide a chance to honour those people and let them know how much they are valued. I urge people to think about the great people they know in their clubs, charities and sports clubs and to nominate them,’’ mayor Ross Church says. ‘‘These people are often humble and unassuming and would never put themselves forward, but without them

many community groups and support networks just wouldn’t be able to operate, and they deserve recognition.’’ A person can be nominated for a civic award for voluntary service, making a contribution to the welfare of others and for outstanding personal achievement in their chosen field, either in New Zealand or internationally. Preference will be given to people who haven’t received recognition in New Year or Queen’s Birthday Honours. Zone of systemic failure Last week, in trying to explain why the council’s decision making process had become a series of bad and costly disasters, I outlined the existence of a subduction zone. A zone of systemic failure where the process overrides people, even when the process has been exposed to be faulty. People keep asking what is wrong with this council that we keep making bad decisions after bad? The prosecution of the Standens, the McLeaveys, and their contractor Monkeyman, provides a useful pointer to answering a common question. Council’s legal advice on the Standens from the Crown Prosecutor included the Solicitor General’s two-test guideline for prosecution. Firstly, whether the evidence produced before the court is sufficient to provide a reasonable prospect of conviction. Secondly, is prosecution required in the public interest. On the public interest test, the Crown Prosecutor said it was self explanatory adding that this was ‘‘really a matter for the council to assess’’.

So whether or not a prosecution is in the public interest is a matter for council to decide. My questions are the Solicitor General and the Crown Prosecutor saying council staff are the sole arbitrators of public interest? In the case of the Standens, the McLeaveys and Monkeyman, staff have obviously felt they have that sole right. Others may be inclined to believe this is a political question and that elected members, who have their fingers on the political pulse of the community, may be better able to assess what’s in the public interest more than the bureaucrat living in the ivory Tower of Bureau-babel. There are reasons to believe that in the case of the Standens, the coastal hazard lines,

the PDP . . . etc. the fulcrum that has pitched council into a series of bad decisions has been this hijacking of the responsibility over who decides what’s in the public interest. The identification of public interest and its prudent management should be a partnership between the community, the governance body and the staff. But when things get stuffed, the ultimate responsibility lies with the politicians. It makes it difficult when most elected members don’t understand that when it comes to powers delegated to staff, it’s the governance body that’s responsible in ensuring those delegated powers are enforced prudently. Given the mounting list of bad and costly decisions, there is growing public pressure for elected members to rebalance the partnership between staff and elected members. The public has had enough. Councillors, and especially the mayor, would be foolish to keep ignoring this public demand for accountability.

Keep your monthly budget simple Paying off your mortgage quickly can seem complicated. There are all sorts of fancy calculators, clever software packages and companies charging you thousands to show you how to budget. There is no magical silver bullet to paying your mortgage off quicker. In my experience, you can give people the tools but it’s about simple disciplines and willingness to make changes. Not everyone likes to budget, or can stick to it. Even if you do budget, there are unexpected expenses that crop up. I am a big believer in keeping it as simple as possible. If you are committed to paying your mortgage off fast, you need to start with knowing where you are spending your

money every month. Even if you can’t stick to a budget, at least know each month where your money goes. That way you can be aware of the areas where you can potentially trim back on expenditure. I get sick of hearing ‘experts’ say ‘give up your daily coffee and knock years off your mortgage!’ There is no way I am giving up my daily coffee and wouldn’t subject others to the same torture. I might think twice

about the cake, the second coffee later in the day, or having a beer at home rather than going to the pub. You could eat out once a month rather than twice a month. Little tweaks could make all the difference while still having a life. In terms of your mortgage payments, can you push yourself a little harder to repay it quicker? If you are paying $400 per week could you stretch to $500? So pay the mortgage first and then try to live off the surplus. At Greater Wellington Regional Council we have recently released our Draft Annual Plan and want your views about project and funding decisions outlined in the plan for 2014/15. The plan outlines the work the regional council intends to carry out during the 2014/15 financial year, including in the regional leadership, public transport, water supply, environment, flood protection and parks sectors. The plan also outlines the rates for the upcoming year, with council intending to raise rates by an average of $22 per year per household (about 43¢ per week) or 6.1 per cent — which is a significant drop from the 11.3 per cent earmarked in the Long Term Plan. In Kapiti, that figure is less with the yearly rate rise expected to be 2.5 per cent, or $7.70. With a rates rise of less than 15¢ a week I believe we have done a good job of controlling rates for Kapiti while maintaining services. Key projects for the year ahead include continuing to fund rail, bus and harbour ferry services, as well as continuing the procurement of more Matangi trains.

We will also be involved in implementing the Public Transport Operating Model which will see a new (and better) way of contracting public transport services. This coming year also sees a full review of Kapiti’s public transport services. There are always improvements that can be made and we will be welcoming public feedback on these. Environmental stewardship is a major role of Greater Wellington and I have been active in my role as portfolio leader for parks and recreation. We are consulting on the draft Regional Plan and reviewing the Regional Pest Management Strategy. In this area we will be continuing to work with the community to manage pests, prevent erosion and protect biodiversity. We have seen the completion of the Great Outdoors Summer Events

programme across the region’s parks, which was again hugely successful. We are looking to expand that programme further in the coming year. Locally, we will be undertaking the upgrade work at the Mackays Crossing entrance to QE Park and will be working with NZTA on the walkway/cycleway in QE Park. Greater Wellington spends a great deal on flood protection and we have a full programme of maintenance work and will also be starting work on the Jim Cooke Park stopbank improvements. Other key projects include the development of the Regional Land Transport Plan and the ongoing work with the Local Government Commission on local government structural reform. ■ We are keen to hear your feedback on any or all of the issues. Consent clearance rates high Resource consent applications to Kapiti Coast District Council are being processed on time at a rate close to 100 per cent. The Ministry for the Environment has released the findings of its 2012/13 Resource Management Act (RMA) survey which monitors how the RMA is applied and highlights implementation trends for key RMA functions. Specific information on the performance of various councils during

2012/13 shows Kapiti as being last among its group of local authorities with an ontime clearance rate of 81 per cent. The survey was taken before changes were introduced by the council from October, where new staff members were added to its resource consents team and new processes introduced. Tamsin Evans, group manager community services, says the result is that, for the six months to December 31, 99 per cent of resource consents were

processed within statutory timeframes. ‘‘The fact our new systems are working well was underlined by the fact that 99 per cent of service requests for resource consent issues were also responded to within a day of receiving the request. ‘‘This restores Kapiti’s place to the high positions it occupied in previous years. ‘‘The Ministry for the Environment survey in 2010/11 scored Kapiti at 93 per cent and in 2007/08 at 99 per cent.’’

Peace the way

Recently the White Poppy group sent a letter to the local RSA president and executive, setting out the main points of our campaign to sell white poppies again this year. With all the enthusiasm and promotion by the Government to celebrate the centenary of WW1, it is right for us to make our position clear also to the wider public and to give a choice. We will be wearing white, as others will wear the red, to remember not only the members of our Anzac forces who were killed or mutilated by that war, but all those others who suffered, the women and the children and indeed the environment itself. The white poppy emphasises peaceful relations with our former enemies, Germans and Japanese. Peace is the better, the only way. We will be asking for your gifts to finance the expansion of our present programme of tertiary Peace Scholarships for all young New Zealanders, especially Maori. We will be urging you to wear either a white poppy or as some people may prefer to add a white poppy to the red if this seems better for you. We are not in any competition or confrontation with those of you for whom the red poppy is still something sacred. But like a growing number in our community, we want to say No! to war. History shows us clearly that no war is ‘‘the end of all wars’’. Its inhuman devastation still goes on even today and nearly two trillion dollars each year are spent worldwide on armaments! ‘‘Those who do not learn from history are destined to repeat it.’’ JOHN MURRAY RAUMATI BEACH

Affront over water

I argued strongly for the introduction of water meters. The basis for my argument was that we must determine water volumes used so that we can plan for the future and to charge for water used as an instrument to reduce water consumption. Now I find, in the back pages of the Kapiti News April 9, that large water users will be allowed discounted water charges, (rather like Tiwai Point). This is an affront to the domestic ratepayer who believed that all ratepayers would be treated equally. Business has been aware for many years that water charges will be implemented and have had the opportunity to make water saving measures. Water used is a cost of doing business. I worked in this field for a number of councils. We found that in a practical sense, waste reduction and resource use minimisation ONLY followed after charges were incurred on what was previously understood to be a right to use and discharge. Vision flawed

I am in the process of writing a submission on the draft annual plan summary. In the summary document there is a message from Pat Dougherty. In this message he wrote ‘‘as I walk down to Coastlands Aquatic Centre for a swim it is easy to feel proud. ‘‘The new pool complex and the refurbished civic administration building, completed in the past year, provide tangible evidence of the vision and commitment of this council.’’ An ant would have more vision and commitment than this

council! It is part of Pat Dougherty’s job to calculate the cost of major projects, and the two that he was so proud of had considerable cost over-runs. I agree with Mr Cavaye [Kapiti News April 2] that Pat Dougherty’s job should definitely be on the line, although I would be more inclined to say that he should be dismissed forthwith. Fond memories of meeting Royals Retirement Planning for Second Time Couples Retirement planning is complicated enough for any couple, but when there is a second time relationship involved, there are even more issues to consider. In many cases, for couples coming together later in life after a previous relationship there is disparity of both assets and income. The consequences of the Property (Relationships) Act mean that such couples often start their relationship cautiously when it comes to managing finances, with a clear separation of assets and income. A ‘contracting out’ agreement is frequently the basis for protecting individual assets in the relationship. Bank accounts are either kept separate, with bills split at the time of payment, or alternatively there is a joint account for bill payment into which each partner pays a set amount each payday. Either of these methods works well when both partners are working. Retirement of one or both partners raises the issue of whether assets and income should be combined either in full or in part, particular when there is significant disparity. To what extent should a working partner support a retired partner? If there is a significant difference in age, should the younger partner retire early and if so, should the older partner provide financial support in order to help make this possible? What happens if one partner can afford to travel and the other can’t? Should investment accounts continue to be managed separately? What rights does the surviving partner have to stay in the family home on the death of the other partner? These are all difficult questions which must be confronted at retirement as they will have a significant income on how assets and income will be managed as part of a retirement plan. The outcome of these discussions may necessitate changes to the ‘contracting out’ agreement, which should be regularly reviewed throughout retirement. Liz Koh is an Authorised Financial Adviser. It was an honour and a privilege to catch up with the Duke and Duchess of Cambridge at at Government House in Wellington last week. It was great to meet the Duchess, as it was to catch up again with Prince William whom I meet in 2010 when we visited Kapiti Island. I have fond memories of that day. Kapiti turned it on — the sea was calm, the sun was out and many locals lined Paraparaumu Beach to welcome the Prince to our region. Prince William took the time to meet hundreds of local Kapiti people before boarding the boat. The Prince and the British press were blown away by the beautiful scenery and wildlife on Kapiti Island, and the reception they received while in our region. Prince William managed to release a kiwi on to the island, which was a highlight. He also made a huge impression on many locals, including selected students from our three Kapiti colleges.

IWI APPOINTMENTS Greater Wellington Regional Council has confirmed the appointment of two iwi Maori appointments to the strategy and policy committee. The recommendations were made to council by a panel of tangata whenua members representing Ara Tahi, GWRC’s inter-iwi representative group. GWRC chairwoman Fran Wilde says the regional council is fortunate to have access to the experience, knowledge and expertise of the new committee members, Kim Skelton and Rawiri Faulkner. ‘‘Having iwi representatives on our standing committee is an important feature of our partnership with tangata whenua. ‘‘Kim was a previous appointee to the social and cultural wellbeing committee and she has been an interim appointment to the strategy and policy committee. She is a resource management consultant with extensive experience working with local government. ‘‘Rawiri is a member of Te Upoko

Taiao management committee and has extensive experience in iwi resource management. ‘‘Kim and Rawiri bring a strong mix of RMA, policy, strategic direction and application, local/regional community and Maori knowledge to the strategy and policy committee. ‘‘Ara Tahi has endorsed the panel’s recommendations to the regional council and are very pleased to confirm their appointment.’’ The Ara Tahi panel established to consider nominations for tangata whenua appointments to the GWRC strategy and policy committee comprised Te Waari Carkeek, Taku Parai and Nelson Rangi. Bore water safe to drink Bore water, which has supplemented the water supply for Waikanae, Paraparaumu and Raumati in recent weeks, is safe to drink without treatment, council water and wastewater treatment plants manager Dave Bassett says. ‘‘It comes from selected aquifers deep in the ground which are deemed as secure from contamination. ‘‘We treat it in the same way we treat river water and all water goes through the plant at the same time, so any bacteria, viruses, algae, fungi and harmful chemicals are removed to ensure the water is completely safe.’’ The Waikanae Water Treatment

Plant produces water to an A rating under the Ministry of Health’s grading system. Water from the river requires a 99.99 per cent reduction in pathogens to achieve this grade. ‘‘So while bore water may taste a bit different from river water, it still conforms to the New Zealand Drinking Water Standards which align with levels set by the World Health Organisation,’’ Mr Bassett says. On Monday, the amount of bore water being used to supplement this water supply was 75 per cent. Water supplies for Otaki and Paekakariki come from different bore fields and don’t use any river water.

Elevate exercise on priority list An often heard excuse for people who do decide not to exercise is they don’t have enough time. The 24 hours in every single day of the week is taken up doing other tasks deemed more important than looking after their health. I know the ‘time’ problem is a big excuse because even busy people, and I mean really busy people find the time to exercise. If I’m giving people the benefit of the doubt maybe they don’t have effective enough time management skills to fit exercise into the 24 hours. Or maybe they don’t prioritise exercise high enough on the things to do list, so it always falls by the wayside until it falls completely off the radar. We all know that once it’s off the radar it will never reappear without some real commitment. If exercise isn’t high enough on the things to do list then you must find a way to move it up the list so it does get done most days. I say this because regular exercise will help you physically and mentally for the rest of your life! It’s that important. Don’t take this the wrong way because

jobs around the house, family time, cooking, kids’ sports, work, shopping and hobbies are all important and all have a place in creating a balanced lifestyle. I f you haven’t exercised all day and your weighing up whether to wash the car, watch TV or take the dogs for a walk, leave the car cleaning and TV watching until another day and grab the dogs and go for a walk! It’s these types of decisions that people make everyday, it’s about prioritising your life. Please remember: ■ Exercise should be high up on the daily priority list it’s that important. ■ Stop making excuses we all have 24 hours in a day. ■ Creating a balanced life means staying healthy for yourself and your family. ■ Take time for you!

The approval of the Kapiti Coast District Council Annual Plan enables the final stage of the water charging scheme to be implemented. It sets the charges for water. Make sure you have your say during the consultation. The uniform annual water charge ($357 in 2013/14) will be removed from

This information is extremely helpful as it will inform ratepayers about: ■ How much water they have used during a specific period. ■ What they would pay for that amount of water under the new scheme. ■ How the new charging system works. ■ How to identify leaks. ■ How to test for leaks. ■ How to save water. During the trial, council will be identifying households who have high water usage and potential leaks. Council staff will also visit high water users to help them understand the trail reading, as well as provide advice on how to reduce their use and/or isolate any likely leaks.

Chance meeting a magic moment A magic moment happened when my partner Tina and I went to Soprano’s restaurant to celebrate the birthdays of our friends Andy and Kylie Morrell. Quite a large group was in attendance for the celebration. The first couple we met were Jassie and Anton van Helden. We chatted to them for a bit and Anton mentioned he enjoyed doing magic. During the evening he pulled out a pack of cards and did some magic tricks at each of the three tables. His sleight of

hand and repartee was very impressive. At one stage he did a card trick in front of Tina. Afterwards she told him my grandfather would have been impressed. Anton turned to me and I told him my grandfather’s name was Francis Haxton. Anton’s mouth dropped and said Francis, who he had never met, had inspired him to take up magic. Anton used to flat with my cousin Simon Haxton

who showed him a few card tricks he had learnt from grandad. Anton has been performing magic for over 20 years now. Francis, from England, was a highly respected card magician known worldwide for his many original card tricks and performing style. He was a member of the Inner Magic Circle with Gold Star, a past president of the British Ring of the International Brotherhood of Magicians, a life member of the Zodiac Magical Society (the Francis Haxton Card Trophy is awarded annually), and gold medallist member of the London Society of Magicians. Magic became a way of life for

Francis after he was given a box of tricks at the age of 12. Years of practice enabled him to perfect the art of close-up card magic, and become part of the world of magic and magicians where he found not only an all-absorbing interest, but life-long friendships with people from all walks of life, and from different countries. Magicians in New Zealand were able to enjoy two lectures that he gave here while on a family visit. I’ve invited Anton to meet my mother who will be keen to talk to him about her father and his love of magic. Francis died in 1995 aged 87.

Sports fields welcome New playing fields formed as part of the development of the Howarth Block/Turf Farm land were used for the first time on April 5 by junior teams from Paekakariki and Waikanae. ‘‘The feedback from players and their families is that the fields are ‘fantastic’,’’ council sports facilities co-ordinator Mark Hammond said. ‘‘This is the beginning with more games be played on this

ground in the future.’’ Four sports fields are in use on the recently-acquired 60 ha block bordered to the east by SH1 and to the north by the Waikanae River. Up to four more are planned. The shortage of playing fields, training grounds and reserves in the district to build recreation club rooms prompted Kapiti Coast District Council to spend a total of $4.87

million acquiring the two lots of land. They now make up a block that can be developed during the next 20 to 30 years into a major district-wide park, including sports facilities as well as areas where people can walk, sit and picnic. The purchase has also ensured the preservation of a green belt between Otaihanga and Waikanae.

Young Dylan Krinkel thinks big when it comes to pumpkins — he has just won the Easy As for Kids BIG Pumpkin contest with his 49kg pumpkin. Three-year-old Dylan beat 12 other local entries to take out the local top spot at Mitre 10 MEGA Kapiti on Saturday, April 5. Store owner Vince Indo was delighted with this year’s result. ‘‘We’re really pleased for Dylan, 49kg is a brilliant effort,’’ he said. ‘‘All the other kids did a top job too. ‘‘The fact that they spent six months caring for these pumpkins is brilliant, they should all feel really proud of what they achieved.’’ He said they hoped ‘‘the children enjoyed growing their very own big pumpkins and will keep up their gardening’’. The big pumpkin contest is a national event now in its second year. Launched last October, children were asked to plant pumpkin seeds and care for them until pumpkin harvest time in April. Each Mitre 10 MEGA store throughout the country and seven Mitre 10 stores ran the competition with the heaviest pumpkin from each store in with a chance to take out the title of Mitre 10’s

Grand National winner. This year the national honour went to Ashley Jordan, 12, from Albany, Auckland whose pumpkin weighed in at a whopping 124.4kg. The top pumpkin beat last year’s national winner Taylor McKenzie from Ashburton by just 400g. Close to 300 children entered this year’s contest which saw pumpkins of all shapes and sizes grown and entered. The competition also named the best dressed and ugliest pumpkins from each store.

Dedicated teacher honoured

Times of change recalled CLOE WILLETTS In a rare honour recognising the dedication of teaching in Kapiti, school teacher Winsome Kaye has been made an associate of the New Zealand Educational Institute (NZEI). Following in the footsteps of her father, a past principal of Waikanae Primary School, Mrs Kaye’s award comes after many years serving children and families at different schools around Kapiti, following a start in teaching in 1978. Kapiti’s NZEI branch president Peter Corlett said it is the first time in several decades such an award has been presented to a Kapiti branch member. Upon receiving her honour, Mrs Kaye shared recollections of starting out as a young female teacher, and her first time as an NZEI member. ‘‘I joined NZEI as a student teacher and at the end of two years, I was encouraged to join the Kapiti branch meetings, and was horrified to find I was the only young person there — as well as the only female,’’ she said. ‘‘I was instantly made women’s membership

annual conference, along with three local principals, a role I didn’t really enjoy as there was little support and it was only a token role.’’ Taking two years away from teaching, and having a break from attending annual

meetings, Mrs Kaye later returned to her field and the meetings, to find a group of younger members had joined. ‘‘We all banded together to make changes in the branch and branch meetings, which became less intimidating for

women and young people,’’ she said. ‘‘I then became branch secretary, which I have been for 20 years, as well as taking on the treasurer role over the last 16 years, and I have enjoyed having this position.’’

Food fair on the menu CLOE WILLETTS Kapiti’s popular annual food fair is being planned for later this year, and is open for vendor registrations. Similar to previous years, the Kapiti Food Fair is expected to draw crowds from Kapiti and around New Zealand, with ready to eat food, value added products, and food related goods. ‘‘Last year we had 103 sites, and in 2012 we had 67, so we are hoping for 100-plus sites again,’’ committee spokesperson Helene Judge said. ‘‘Vendors have told us they will be back in 2014, as their trade was good, and they liked the atmosphere and Kapiti as a destination.’’ The fair will be held on Saturday, December 6 at its usual Lindale location, one day before Wellington’s Thorndon Fair, which a number of Kapiti

Food Fair vendors from out of the Wellington region also attend. ANZ Paraparaumu will be the fair’s principal sponsor for 2014, with Paraparaumu branch manager Diane Hogg and her team set to run the onsite Eftpos facility. Mrs Judge said the fair will again host a barbecue cook-off between Whitireia Polytechnic and Mitre 10 MEGA Kapiti, and has an impressive entertainment programme planned. ‘‘Previous fairs have attracted vendors selling a variety of artisan and commercial food and beverages, including chocolate, sweets, jam and condiments, sauces and dressings, dips and pesto, preserves, breads, baking, wines, beer, liqueurs, fruit juices, olive oils, ice cream, coffee, meat, honey, fruit and vegetables, and a variety of ethnic foods — 2014

Love of deception The Invisible Woman marks Ralph Fiennes’ second outing as a director, while also starring as the complex figure, writer Charles Dickens. In 1857, at the height of his career and when adored by the public, Dickens’ pursued a love affair with a young actress, Nelly Ternan [Felicity Jones]. She remained his muse for the rest of his life but their relationship was kept secret, even after Dickens’ separation from his wife. After his death, Ternan continued the Dickensian love of deception, by hiding her relationship with the most famous author of the day and attempting

to redefine her life. As a result, Ternan’s story is one of someone who almost wasn’t there — her story nearly disappearing from the record for good. Award-winning biographer Claire Tomalin’s pioneering account of the relationship was adapted by British screenwriter Abi Morgan [The Iron Lady, The Hour] into a richly powerful drama. The Invisible Woman is an elegant recreation of the times — garnering an Oscar nomination for best costume design and featuring superb performances from Fiennes, Jones and Kristen Scott Thomas.

Bakers called to test skills for fundraiser A new event will test bakers’ skills in Kapiti — the Great Kapiti ‘‘bring a plate bake-up’’. The Lions Club of Kapiti and Paraparaumu’s Kitchen Things are collaborating in a ‘‘bring a plate’’ project to raise funds for a new examination couch for the Paraparaumu Health Centre. Club president Allan Taylor says bringing a plate has been a Kiwi tradition at friendly gatherings for generations and a fundraiser with a similar theme and a modern twist has been developed. Contestants are invited to bake their best cake or cookies and enter in each week’s category at Kitchen Things (near Mitre10 Mega in Kapiti Road). Each week’s winner will be chosen by the Kitchen Things’ instore chef on Saturdays at 11am. There are eight weekly categories set out in the entry form, which is only available from Kitchen Things and entry is $5.

The event will run over nine weeks with weekly prizes. Each week’s winner will qualify for the finals on Saturday, June 21 and won’t be eligible to enter another stage. Allan said after each week’s winner is announced Lions will be asking the competitor(s) to donate their masterpiece(s) so they can be sold or auctioned to raise the funds for the examination couch at the Paraparaumu Health Centre. Even people who are not contestants can join the fun on Saturdays at 11am from April 26 and buy a cake. The Grand Final winner on June 21 will receive a Ruth Pretty Cooking School voucher valued at $210, which has been donated by Ruth Pretty.

A National Air Observers training course for Search and Rescue (SAR) personnel in techniques for locating SAR targets from the air is being held on Sunday April 27 from 10am until 4pm. An Air-2-There Cessna Caravan aircraft will be operating out of Kapiti Coast Airport. There will be two water targets located about 1km off the Waikanae River mouth and 1km off southern end of Raumati South beach. Two land targets will be placed on Te Kowhai Farm at Peka Peka and Queen Elizabeth Park. Spotting requires the aircraft to travel between heights of 400 to 100 feet. There will be a total of three flights over each target.

Councillor K Gurunathan wants to know why it’s taking so long for MacKays to Peka Peka Expressway community consultation advisors to be appointed. He says it has been almost five months since the Transport Agency got clearance to start construction and the impact of the construction is being felt by the community. ‘‘Members of the community liaisons committee I have talked to have expressed frustration that the lack of access to such independent advisers has hamstrung their ability to identify, understand and respond to the multifaceted impacts of the expressway construction.’’ The appointment of the advisors is part of the conditions imposed by the Board of Inquiry, he said. Transport Agency Wellington highways manager Rod James said appointing community liaison groups was treated as a top priority of the agency and this was done during the 30-day timeframe required by the Board of Inquiry. ‘‘The appointment of community consultation

advisers in the same timeframe is not a Board of Inquiry condition, but is nevertheless an important element of our community engagement programme. ‘‘It is important we take the time to ensure we get the right people in these roles, and that we do this in partnership with Kapiti Coast District Council. ‘‘One appointment has been made and we’re in the process of filling the other. ‘‘We note that in the meantime, we have dedicated staff working with the community liaison groups to ensure a close working relationship between the Alliance and the community, and to ensure the community is well informed and that its feedback is listened to and promptly addressed.’’ Mr Gurunathan said it was also disappointing to note council hadn’t been proactive as the agency’s appointment of the advisers were to have been undertaken in consultation with council. ‘‘I had raised the urgency of this matter with council staff as early October last year.’’ But Mr James said: ‘‘We can confirm KCDC have been actively involved in the appointment process.’’

Bike event a hit with kids ANN READING More than 100 children pedalled their hearts out on the 3km, 5km, 10km and 15km courses in the inaugural Kids Mountain Bike event on Sunday, April 6. Organiser Jan Nisbet says it was a great success. She said it was a joint Greater Wellington and Paekakariki Primary Pedallers activity. The Pedallers group rides every Thursday after school and the course showcased the pedalling paradise at the Paekakariki end of Queen Elizabeth Park. The course included three hills and sweeping downhill on a part of the farm that is not usually available for riding. There were very few crashes though one competitor had a spectacular over-the-handlebars crash. Pride was dented more than anything else. The focus was on spot prizes but the winners of each race were each rewarded with a large bar of chocolate. Next year will see more

Funds boost for basketballers CLOE WILLETTS A fundraising quiz night for Kapiti basketball on Thursday night at Raumati’s Boundary bar collected more $1000 for two young local players and welcomed a guest appearance from Kapiti Mayor Ross Church. The fundraising initiative helped raise part of the $4200 needed for Year 10 Kapiti College student Zach Shearman to visit Las Vegas in July, where he will represent New Zealand in the under-14 touring team. Organised alongside Levin’s Trent Smith, who will also attend the tour, the quiz night received wide support from local business, who donated prizes worth about $2000.. Also in high demand on the night was Kapiti’s face of basketball, Angelo Robinson, who has coached the boys and helped them achieve their status as top basketballers in New Zealand.

Singer-songwriter rises on Kapiti’s inspiration CLOE WILLETTS As an 11-year-old, Paekakariki singer-songwriter Stephanie Casey spent hours in her room, playing renditions of Beatles and Simon and Garfunkel songs on her guitar, using the few chords taught by her mother. Obsessed with creating music, she mastered the art of guitar, learning a variety of songs by ear and beginning a career that has seen her enter the local cafe and bar music scene, and last year, release her first album Whisper & Holler. Thirty years on Casey, whose grassroots sound reflects alternative folk pop, with country and soul influences, celebrated her album’s rise to number eight

in the New Zealand Album Charts, and number four in the New Zealand Indie Album Charts. Included in Whisper & Holler, which comprises 10 years worth of songs and took 12 months to make, is Kapiti — a song written about her childhood memories of Kapiti beaches. Kapiti emerged following Casey’s visit to Paekakariki in 2010, where she created a painting of Kapiti Island to hang on the wall of her then Wellington home. ‘‘The first time I hung the painting I sat down to admire it, and had my guitar in my lap,’’ said Casey, whose background in art and design has also led her to work as a freelance graphic designer in Kapiti. ‘‘I started strumming and

Kapiti started to take shape as I looked at the painting.’’ Used as a theme song in 2013’s Kapiti mayoral election campaign, Kapiti is one of 12 original songs on Whisper & Holler. With three of the album’s songs awarded semi-finalist places in the UK Songwriting Contest last year, and the remaining nine awarded commended entry, the 10-year lead-up to June 2013’s Whisper & Holler launch has proven worth it. ‘‘More than 7000 entries are submitted for the UK Songwriting Contest every year, and among the judges was Sting’s producer and musical director, Kipper Eldridge,’’ Casey said.

Taste of university with scholarship During May, Kevin Vaeluaga (pictured) will be hosted by Otago University for two days where he will experience Dunedin Tertiary Information Day lectures, university lecturers and students and meet the local Pacific community. He will stay at one of the residential colleges. Kevin is a perfect candidate for the Pacific On Campus Experience Scholarship from Otago University, Paraparaumu College principal Gregor Fountain said. ‘‘Not only is he our deputy head boy, he is an excellent sportsperson representing Paraparaumu College in volleyball, rugby and basketball, along

with being a qualified referee for both volleyball and basketball. ‘‘He also works parttime with students with a disability and is an active church member, having been selected to attend a Young Catholic Leaders course earlier this year. ‘‘Kevin gained NCEA Level 2 with Merit without dropping a single credit.’’ Kevin is co-leader of the committee organising the senior ball which will be held in August and is also involved in coordinating the Paraparaumu College leavers’ jerseys.

Cyclists urged to be seen With daylight saving over, cyclists need to ensure they are seen, especially during times of low light. Wearing bright, reflective and highvisibility clothing, and using front and rear bike lights, are simple ways for cyclists to make sure they are seen. ‘‘Cyclists are legally required to have working lights at the front and rear and they could be ticketed and fined, if they don’t,’’ council transport safety coordinator Jane Pearson said. ‘‘Cyclists are more vulnerable to injury than other road users, so it’s sensible for them to do anything they can to reduce the risk of becoming a traffic statistic.

‘‘Cycle stores provide a service where people can get tyres, brakes and lights checked to make sure they are functioning properly. ‘‘Other cycling-related requirements of the the Road Code, are to have a red or yellow rear reflector, that is visible from 10m when light shines on it, and good brakes. ‘‘Reflectors are also required on the forward and rear facing surfaces of each pedal. If the cycle does not have these the cyclist must be wearing reflective material. ‘‘Fines for not being visible are $55 in each case for having no lights, no tail light and no red reflector or tape.’’
