Firefighters battle huge forest blaze By PETER FRANKLIN Investigations are underway into a blaze in Waitarere Forest which saw firefighters from Levin to Marton race to assist the Waitarere Beach volunteer brigade. Assistant area commander Roger Calder said there was no logical reason for the fire to have started, so it is being treated as suspicious. At 1.12pm on Monday, the Waitarere Beach volunteer fire brigade were alerted to smoke seen coming from the forest. Once they arrived they realised the fire was taking hold and called for back up, which initially came from Foxton, Levin and the rural fire brigade. Waitarere Beach volunteer chief fire officer Roger Nichol said smoke was coming from the south block. Waitarere and Levin brigades began their assault on the flames, which were quickly spreading through the trees. Mr Nichol said after assessing the situation, a call for assistance was made, with urban and rural fire units arriving, plus two helicopters and four water tankers. Fire crews spent an anxious five hours bringing the blaze under control and were still on site at 7pm. Mr Nichol said he had

several locals ring him on Tuesday morning, after they’d gone on their morning walks through the forest, to tell him about ‘hot spots’ that could reignite. “I contacted rural fire and they were soon on site dampening down,” he said. Mr Nichol went on to say

that they were very lucky in some ways, considering the gusty winds experienced in the area over the past few weeks. “If the winds had continued it would have caused major issues for us. As it was the fire was spreading quickly, add the wind to it and it could have easily turned into a major

blaze,” he said. There is a total year round fire ban extending three kilometres from the district’s coast line inland. ■ Anyone who was in or near the forest before the fire and saw anyone acting suspiciously should contact Levin police on 3660500.

Pig farming

I read with interest the article written by Peter Franklin about abolishing factory farming of pigs in New Zealand. I have had 20 years’ experience in the pig industry and if Adrienne Powell and SAFE had their way, it would spell the death of the pig industry in our country. In New Zealand weather here is cold for a large part of the year, for pigs anyway. Pigs need to be kept warm. In New Zealand, fattening (weaners to bacon size) pigs are kept warm by insulation in the pig house floor and being kept in a pen just big enough for them all to lie down. If this is not done the pigs get cold and as a result they will not grow. If slow growth occurs the pigs become uneconomic to grow. As soon as the price of New Zealand pig meat becomes too expensive, the wholesalers just import from Australia. In the breeding area, the reason why sows are kept in crates is not only to keep more in a shed to keep them warm, but so they don’t fight. The only time you can mix pigs is when they are weaners. After this they will fight each other until one is nearly dead or both are seriously injured. The pig industry is at risk and has been for many years from Australian imports. Mrs Powell and SAFE need to do some research in what actually goes on in the pig industry before they spell the end of the New Zealand pork industry. GERALD LEE Levin

Waste water

It is fair to say that many of the residents of Foxton are growing increasingly concerned about the Waste Water and Sewerage situation here. Discussions seem to be going on interminably. We understand that there are three possibilities to dispose of the treated waste water rather than discharging it into the Foxton Loop: (i) discharge by way of irrigation on Matakarapa Island; (ii) pipe it several kilometres and discharge it on the Target Reserve and (iii) pipe it over the Moutoa Floodway via the bridge and discharge into the Waitarere Forest. The second and third options would cost many millions of dollars and lead to an estimated annual increase in rates for each and every ratepayer of Foxton of well in excess of $1000 annually. If we consider the first option, then we need to take into account cultural

There are some burial sites on Matakarapa Island that, although somewhat neglected at the moment, could very well be fenced, footpaths laid and maintained and thereby treated with the respect they deserve. We have been told that the water discharged from the treatment ponds is very clean and actually contains very little nutrient but could be used for irrigation, far from any sensitive sites. Whichever way is selected, it needs to be addressed soon. The inadequate sewerage system can only be detrimental to the development of our town. Every delay, and we have had enough of those, means an increase in cost and thereby an increase in our rates. JOHN GIRLING Foxton

Health centre

Further to my recent item concerning the standard of care at our Foxton Health Centre. Recently I was surprised to receive a call, seemingly out of the blue, from a nurse at our health centre. It appeared she'd found something concerning in my file and needed to see me the following day. At that time I was made aware of the necessity for fairly urgent action and arrangements were made on the spot to deal with this. Never in my 66 years have I experienced more diligent care. In addition to this experience, my 81-year-old neighbour has twice recently had calls from his doctor, after 9.30pm, to bring him up to speed with results. For those who complain about waiting times, consider this: It appears our already over-burdened health centre is obliged to take patients from Levin as well, even when such patients can easily still register with a clinic in Levin, but are simply disaffected with their current GPs. Rate proposal

The council produced a document — Horowhenua Council’s Full Proposal Document — to change to Capital Value Rating, designed to trick people that they will be better off. A diagram shows the total number of ratepayers with increases and decreases. The figures are a lie; they have included ratepayers whose rates don’t change in the numbers of ratepayers facing a decrease. The true figures for Residential Ratepayers are 5987

properties that might decrease, 2296 properties unchanged and 7122 properties increase. For businesses, including farming, the true figures are 1299 properties rates decrease, 266 properties unchanged and 552 properties increase. Utility properties are 16 decrease, 12 unchanged and 63 increase. The reason I said might decrease, is because the figures are based on this year’s rates and don’t include the proposed rate increase for next year. Of the 5987 residential properties with a decrease, 4544 of those decreases are under $200 – which will probably be taken by the planned rate increase. Only 653 residential properties out of 15,405 will get a decrease that might be meaningful, but 2115 properties will have an increase of $400 - $1000+; another 1135 properties have a $300 increase and a further 1885 properties a $200 increase, plus next year’s proposed rate increase. Why wasn’t the proposal sent out to ratepayers with their rates bill? Why is it being rushed through and only those whose rates increase $1000+ invited to a meeting? The letter sent said ‘You have been identified as a property owner that would be impacted by the proposed change.’ No mention made that the impact is $1000+ increase in rates for those receiving this letter. Council stated it had considered options and put forward Council’s preferred option — what other options did they consider and how long have they been looking into it? Any changes to the current rating system would take effect from 1 July 2015. Please speak up now. GAYLYN BENNETT Levin

Implications

The proposed rates change to capital value will have implications not only for certain high value home owners, but principally for those who earn money from their land. Take the following simplistic examples from the council’s own indicative rates table from their 2014/15 Annual Plan. A Rural Property with land value of $880,000 and capital value of $1,050,000 pays rates of

$5312. Assuming the land area is used for generating income, except for the homestead, the rates of $5312 are deductible from gross income as an expense. Under the new system the improvements, principally the homestead, is not deductible. The deductible expense would drop by $860 (880/1,050x5,312 = 4,452). A Rural Residential Property with land value of $310,000 and capital value of $510,000 pays rates of $2,015. The land area, if farmed, would still be principally used for generating income, except for the homestead, and the rates of $2015 are proportioned and then deductible from gross income as an expense. Under the new system the improvements, principally the homestead, is not deductible. The deductible expense would drop by $790 (310/510x2,015 = 1,225). Even assuming no rate increase, those farming will be faced with a higher tax bill. Can we deduct this from our rates if the Council changes its approach? Surely, after all the talk about us not paying our “fair share”, the buck has to stop somewhere? KEN RIDDLE Shannon

Consultation

Reading your article on the proposed rate changes in the Horowhenua (November 11) I was disturbed to read that only a small number of ratepayers were approached to make submissions in the preconsultation process. The chief executive of Horowhenua District Council is quoted in your article as saying it had been undertaken to help to form a rating proposal for the Draft Long Term Plan 2015-2025. If that is the case surely a wider section of the community should have been consulted, as that document will affect all Horowhenua for a 10-year period. I look forward to the promised full consultation process next March and April when “the public” will be given the opportunity to make submissions on which rating system HDC should use. Horowhenua civic awards presented By PETER FRANKLIN The community were able to acknowledge the contribution of 15 local people who have all contributed, in one way or another to the wellbeing of the distict and the people who live here. At a special annual function held at the Horowhenua District Council chambers on Tuesday, Mayor Brendan Duffy was able to publicly acknowledge the contribution made by a large group of community minded individuals. Dianne Spicer and Brian Gilbert received Certificate of Recognition for their contribution to sport. Mrs Spicer gave up golf after an injury and pursues a newfound love of bowls. She has been a member of the Levin Women's Bowling Club since 1997. In her 17 years with the club Dianne has made a significant impact. She is seen as being the magnificent lady that holds the club together. Dianne is the current vice president of the Levin Women's Bowling Club, and has been the club's tournament controller for many years. She arranges teams for club galas, Pennants and Interclub team drivers. Mr Gilbert gave up a career as an automotive parts manager to pursue his love of cycling purchasing Southend Cycles AvantiPlus in 1985, in which he has used his expert knowledge and qualifications to contribute to cycling in the Horowhenua. Mr Gilbert is a committee member and coach of the Levin Cycling Club. He has helped grow membership numbers and has coached many riders to success nationally. He is also a committee member, team manager and coach of the West Coast North Island Cycling Centre, which Levin Cycling Club is associated to. From the early 1990s Mr Gilbert has played a major role in the organisation of the National Secondary Schools Road Cycling Championships, otherwise know as Sir Bernard Fergusson Team Trial weekend. Dot Wenham became a member of the Birthright Executive Committee in 1999. She has given enormously of her energy, first taking on the role of treasurer in that same year. She had the ability to successfully acquire funding for the organisation through various avenues, she handled audits and negotiated contracts between the Ministry of Social Development as required. There was, or never has been a task deemed too hard for this remarkable woman who managed all of the above alongside her own paid employment. She has been a

Mr Klein took it upon himself to develop a plan for the future of MAVtech. He developed a business plan, feasibility study, captured fundraising opportunities and coordinated the tradesman. He was the driving force behind the revival project and the ultimate volunteer project manager. He is deputy chair of the board and also convenor of the museum's Collections Committee. Christine Warren has been a long standing member of the Horowhenua Community. Her involvement with local organisations is a testament to the person she is. In 1988 Mrs Warren’s eldest son Gordon was invited to attend Riding for the Disabled in Levin as a participant, Christine attended these sessions with her son and so began her affiliation with this organisation. Mrs Warren, who was never a ‘horsey' person has now been involved with the Levin Riding for the Disabled for 26 years. She has been the secretary since 1998 and took on the treasurer role in 2006. She is seen as the backbone of the organisation. Mrs Warren has been the secretary/treasurer for Diabetes Horowhenua since 2007. In 2008 she became a member of the Diabetes New Zealand advisory board and is currently a Lower North Island Representative for Diabetes New Zealand. She is often seen representing the organisation at local community events, and plays a significant role in their fundraisers. Heather Birrell is a name that is prevalent in the district.

RIDERS DELIVER MESSAGE MOTORCYCLES big and small arrived at Levin’s Adventure Park, some from as far away as Tauranga all carrying the same message — Stop family violence. By PETER FRANKLIN The roar of a large group of motorcyclists going through any small town catches the public eye, and that is what the White Ribbon Riders want, a way to get the anti-family violence message out to communities. Local motorcyclists were urged by organisers to join in and make a stand when the motorcyclists arrived in Levin on Saturday. Aaron Christensen of the Compatriots Motorcycle Club (defence force members currently serving or retired), said he did not bring five lovely daughters into the world to be abused by men, their uncles or himself. He said our women and children are precious. “As men we need to protect them not abuse them.” The unfortunate statistic is that men are the main offenders and that needs to stop. “We heard there was a call to reduce or hide the billboards relating to family violence in this district. Don’t take them down, put more up, we need to keep this issue in the public eye, that is the only way we will be able to address it,” Mr Christensen said. Horowhenua family violence

Not one person said no,” she said. She said the White Ribbon campaign is not just a once a year event, it is ongoing until the

police co-ordinator Sergeant Martin Bull said the number of family violence reports has gone up over the last 12 months, which could be interpreted as a bad thing but in reality it means people are not prepared to sit back and turn a blind eye anymore. There is an increasing number of neighbours contacting police concerned at what they see and hear. “The good thing is we (police) are then in a position to do something about it,” he said. Police are expecting a spike in reports as Christmas approaches, when financial pressure and over indulgence of alcohol raises its head. Mr Bull said couples need to plan their Christmas, realise what they have to spend and stick to a budget. He said people should enjoy a drink but in moderation. “Don’t let alcohol ruin your family’s Christmas.” Family violence is a community problem, and Mr Bull said facing up to it as a community is the only way to solve it. “If you know that someone is being abused do something about it, regardless if it is a family member, friend or neighbour. In some extreme cases you could be saving someone’s life.”

Wide range of styles on garden trail By TANYA WOOD A group of Waiopehu College students are about $5500 closer to saying “konnichiwa”, thanks to a garden trail fundraiser boosting funds for their Japanese exchange trip next year. The Glimpse Beyond the Gate — Garden Meander on Sunday attracted more than 240 people, keen to have more than a glimpse of nine properties in Levin. The gardens included a wide variety of gardening styles and innovation, from small urban and large rural gardens, to native bush, formal and cottage styles, and a self-sustaining organic garden. “Stunning hidden gems” was how most people spoken to by the Horowhenua Chronicle described the gardens. Levin resident Lyndall Macartney, on the garden tour with a friend, couldn’t believe “these were people’s home gardens” and Jen Hutchings, who moved to Levin 12 months ago and is putting in her garden, had seen much to inspire her. Linda Parker opened up her Potts Road garden, 11 years in the making, and said she’d been asked for a few cuttings. “I don’t like to say no. It’s been a wonderful day and the only disappointment is not being able to see everyone else’s garden myself.” Organiser Gaelene Pratt said the day had been very successful, well organised and even the weather played its part. “We can’t thank enough the generosity of the hosts and the community for its support. It’s just blown us away.”

State Insurance Levin office closes By PETER FRANKLIN Friday will see the end of an era for State Insurance customers and staff as the door of the Levin office closes for the final time. However this is not the end of the road for State Insurance, just a move into the 21st century and a transition to more internet and telephone-based customer service. Mark Gallagher has been on the front line for 29 years and while sad to see the office close, is pleased he will still have faceto-face contact with State customers at the AMI office. “I’m changing shirts, going from a blue one to a yellow one,” he said. Mr Gallagher said none of the Levin office staff have been made redundant, all have been redeployed within the AIG

insurance company structure, of which AMI and State Insurance are a part. He said it will probably feel a bit strange for a lot of their long-term customers who have been used to coming to the State Insurance office in Levin since 1973. “Old habits,” he said. The biggest percentage of State’s business is now done electronically or by phone. State will continue to have a call centre in Levin, delivering the same customer service. Customers who still want face-toface service will need to walk a few doors up to AMI. Mr Gallagher said he will feel a bit strange when the doors close on Friday, but is excited at the same time. “Times are changing and we need to change with them,” he said.

Free drive lessons Parents of teenagers ready to learn to drive can give them a head start with free lessons from the Automobile Association. The AA is offering three free lessons to learner licence holders, providing they or their parents are AA members and they have held their learner licence for less than two months. The three lessons have been structured to progress driving skills from ‘introduction’ to ‘advanced’. Instructors use a modern dual-controlled car and progress is recorded on a key driving skills card. All the AA asks in return for its series of lessons is commitment. Young drivers are expected to be on time for their lessons and to ensure they have up to 20 hours of practice between lessons. To be eligible for the AA Ignition programme you must: ■ Hold a learner licence, issued within the last two months.

THE future for Year 12 Horowhenua College student Sasha Henderson-Tukunui is in art. By PETER FRANKLIN An exhibition of college art has impressed organisers and those visiting the exhibition, being held at the Arts Society gallery in Bath Street, Levin. Horowhenua College student Sarah Henderson-Tukunui said she was thrilled at the chance to display her work at the Pub Charity Horowhenua Young Artists Exhibition, and intends to make art her career, going on from college to study art at university. The exhibition was organised by Sarah Morton to give the public a rare opportunity to view artwork prepared for NCEA exams by Horowhenua, Waiopehu and Manawatu College art students. Art tutors chose the artboards from their respective colleges and Year 11 and

12 art students. Horowhenua District Mayor Brendan Duffy opened the exhibition on Saturday. Mr Duffy is keen to encourage young people in the district to find their path to success, regardless of whether it be academic, art or sport. Art society president Dorothy Burt said the young artists must be proud of the high standard they have achieved, and with encouragement, go on to further develop their creative talent. The exhibition ran until Tuesday and the public were encouraged to vote for their favourite work. A $200 People’s Choice Award will be awarded to the winning student, along with two other prizes for the runners-up. The inaugural college art event at the gallery was financially supported by Pub Charities.

The New Zealand Dairy Trainee of the Year competition is again attracting strong interest with more than 200 entered so far in the popular nationwide contest, and there’s still time to enter. National convenor Chris Keeping says the trainee competition has become a great avenue for young dairy farmers to prove their ability and promote their farming skills to prospective employers. All entries in the 2015 New Zealand Dairy Industry Awards – including the dairy trainee, New Zealand Sharemilker/Equity Farmer of the Year and New Zealand Farm Manager of the Year competitions – close at midnight on Sunday, November 30. Entries are being accepted online at www.dairyindustryawards.co.nz. The Awards are supported by national sponsors Westpac, DairyNZ, Ecolab, Federated Farmers, Fonterra, Honda Motorcycles NZ, LIC, Meridian Energy, New Zealand Farm Source, Ravensdown, and Triplejump, along with industry partner Primary ITO.

Horowhenua-Kapiti consumers visited the What’s My Number website more than 1000 times during winter to check if they could get a better deal on their electricity bill, with their average estimated savings calculated at $177.36 per annum. According to statistics, released by the Electricity Authority, some results from the site identified estimated savings of over $400 per annum by switching power companies. “New Zealanders utilising the What’s My Number website have found that they could save significantly on their power bills by shopping around,” said Electricity Authority chief executive Carl Hansen. He said, as seasons change, so do power needs and spring is another good time to check to see if you are on the best deal. Over winter the What’s My Number website was visited more than 60,000 times nationally, with an estimated national average saving of $175 annually, and 96,407 switches over that period. What’s My Number is run by the Electricity Authority in partnership with Consumer NZ. Visit www.whatsmynumber.org.nz to check if you could save.

Handyman prosecuted

The recent prosecution of a home handyman who illegally installed a gas fire place and conducted poor electrical work at a home in Auckland, is serving as a timely reminder to all consumers to stay safe and always use a licensed tradesperson. Anyone involved in plumbing, gasfitting, drainlaying or electrical work is required to carry an authorisation card — and consumers should ask to see identification. Poor gasfitting can lead to carbon monoxide exposure that can cause illness starting with a sore throat, chesty cough and sore eyes, loss of normal cognitive function and drowsiness. At high levels of exposure, it can be fatal. Carbon monoxide is known as the silent killer, because it is both odourless and colourless. Combined with faulty electrical work, it can present a high risk of explosion. If you believe work has been carried out by someone who is not authorised, or have concerns about the competency of tradespeople, you can make a complaint to the Plumbers, Gasfitters and Drainlayers Board. You can also check to see if a tradesperson is authorised at the Board’s website www.pgdb.co.nz.

By LEVIN NORTH SCHOOL Eating fruit and vegetables has students at Levin North School excited and hopefully given them a fantastic project to complete and win a prize. The 5+ A Day School Challenge is all about encouraging healthy eating and specifically eating five or more fresh fruit and vegetables each day. Schools have the opportunity to hold a 5+ A Day event or combine the 5+ A Day message with an existing event between now and November 30 to have a chance to win fabulous prizes, including a $5000 Bosch kitchen appliance package, Fredge prize packs and fresh fruit and vegetables. At the beginning of the month, Levin North School started spending an afternoon a week exploring how much fun 5+ A Day can be. Their efforts will be presented at the school’s annual ‘Festival on the Field’ event today, which this year is aptly named Festival on the Field Meets 5+ A Day. Three student eco-nomers (ecogardeners) Natheer, Kiarah-Jheide and Diamond, went with their teacher (Ms McCallum) around Levin to see if they could get support from the local community to supply for vegetables for their project. The fruit and vegetables from Horowhenua provide much of the country with food that gives health and vitality to its customers. Their first visit was to BS Young on Buller Road and Nigel Sue was fantastic, they said. He showed them how plants grow from seeds to small plants and how big machines then plant them, many at a time. They were driven around the farm and allowed to cut and pick savoy cabbages, lettuces, cauliflowers, broccoli and red onions. The students each got to take some seedlings home and some strawberries, thanks to Nigel. Emma at Woodhaven gave the students some fruit and vegetables for their project. The school role is around 300 and all the children have been involved in the project, exploring all aspects of fruit and vegetables,

FRUIT is a favourite with North School students, they sliced up oranges, bananas and any other fruit they had to make a huge fruit salad for everyone. and their appeal and benefits. Activities included making juices and planting seeds to sell at the Festival, still-life paintings of fruit and veges and learning how to feed 20 people for $20. Any fruit or vegetables used in activities were used afterwards as food. Part of the challenge was to make the event ‘newsworthy’ to show the school’s involvement to the wider community. During the past two weeks Natheer has been working on the main feature of this event, a ‘Fredge’ — a fruit and vegetable mascot. “I have made a special costume to fit me to cheer on the school at the Festival on the Field Meets 5+ A Day. I am orange and tall, that's right I am a Crunchy Carrot with black olive eyes, a strawberry as a nose, a banana for my cheerful mouth and three tomatoes as my buttons. You can't beat crunchy unless you’re me, Crospo the Crunchy Carrot,” he said. So make an effort and go along to Levin North’s Festival on the Field Meets 5+ A Day tonight, 5.30pm - 7.30pm, and let the students tell you how important vegetables and fruit are.

Foxton river loop working party A working party has been formed to investigate options to reintroduce permanent flow into the Manawatu River Loop at Foxton. The party includes representatives from the Save Our River Trust, Foxton Community Board, Horowhenua District Council and Horizons Regional Council, and has met twice now. Working party chair and Horowhenua District Council chief executive David Clapperton said both meetings have been constructive and that while nobody knows what the solution will be, the outcomes sought are clear — to return flow to the Manawatu River Loop and bring about ecological restoration, recreational use of the river loop, community health, and enhance cultural and heritage values. Mr Clapperton said working party members believe a positive outcome can be found. “The Foxton Loop is a big part of the identity of Foxton, its community and

history. If we can restore it and return pride to the people of Foxton, that’s got to be a positive outcome,” he said. A range of stakeholders have been identified and a scoping exercise to look at possible solutions is underway. The Foxton Loop, as it is more commonly known, was originally part of the Manawatu River. In the early 1900s, it served the Foxton township as a staging point and port for trade of farming, flax and milling products. Flood control efforts in 1942 saw the construction of a diversion channel to speed the discharge of water during high flood flows, ultimately separating the loop from the main stem of the river. Since then, the Foxton Loop has been starved of a permanent river flow resulting in the upstream channel closing due to sediment deposition. Aquatic weeds have established, pest fish are present and water quality is poor.

Calves, lambs and kids were the stars of the show, closely followed by their owners, at the 2014 Horowhenua Boys & Girls Agricultural Club Group Finals day. Students from across the region, Te Horo, Waitohu, Manakau, Ohau, Koputaroa, Poroutawhao, Shannon and Opiki, competed last Friday to take home the ribbons and cups up for grabs in 24 categories. While numbers at Levin Showgrounds were slightly down on previous years (eight kids, 36 lambs and 41 calves shown), organiser Carol Christensen said the event had still attracted a class field of animals. “The main thing is that the children really enjoy the day and showing off their pets,” she said. Lamb judge Rob Gaskin said it was the obvious close bond between lamb and owner, Zyran Hirst from Ohau School, which won them the champion lamb title. “One of the best lambs I’ve seen regarding performance and a credit to Zyran,” he said. “Nice and clean, no loose hair and well-presented” was what won Poroutawhao School student Lochlan McKean and Lady the overall champion care and rear title, according to calf judge Ash Hazlett. There were free iceblocks for the competitors and no child went home empty-handed with a selection of gifts, including sunhats, beanies, stationery and drink bottles, to choose from. The Horowhenua Indoor Bowling Club held its annual meeting on November 19. The following members were elected to the executive committee for the 2015 season. She is a quiet, modest ‘over-achiever' in our community who has lived a life of service in our community. Whilst working full-time she took the liberty to study towards a Business Studies Degree majoring in Accounting extramurally through Massey University over an 11 year period. She was a member of the Kapiti Horowhenua Business Development Board from 1996 until 2000. She was a Trustee of Te Horowhenua Trust from 1998 until 2012, and her time as trustee saw her become a volunteer accountant on the Finance committee. Heather has been a member of Levin Altrusa Club Inc for more than 20 years. In her time she has taken on the roll as President, along with providing accounting advice, driving memberships and always volunteering herself to take specific roles in projects. Literacy has been a serious interest of Heather's for many years. She has visited lots of overseas libraries and volunteered her time with various projects, her latest project being the Taitoko after school reading programme. Rod and Bev Poulton are stalwarts of our rural community. They are representative of those people who love the land and farm in that that uniquely New Zealand style. Their contribution to our community is in the advocacy of those elements which are our rural way of life. Mrs Poulton (nee Lewis) was born in our area and has remained a vibrant part of the rural scene. Bev is an active member of the Muhunoa East Women’s Division now Rural Women. Her involvement includes involvement in the school calf and lamb days, as well as serving as an executive member including President and Treasurer. Rod came to our area in 1957 taking

over the Makahika farm at the top of the Gladstone Valley. His farming years have been in sheep and beef. Both Mr and Mrs poulton are fully involved with the Horowhenua AP&I Association. Bev is an active member of the Horowhenua AP&I Association, and is currently Senior Vice President. Rod has also taken a full part in the life of the AP&I Association since joining the executive committee in the early sixties. He served as President from 1987-90, he was elected a life member in 1991 and served as patron from 2001 to 2008. He is steward of the sheep section and on show day helps with the sheep dog trails. Rod has committed himself to Sheep Dog Trials. In 1966 Rod became a charter member of the Levin South Rotary Club. He has served in executive roles and was Club President 1973/74. Both Rod and Bev's names are synonymous with the ‘‘Brandon Visit”. The Levin South Rotary Club has recognised their contribution to the object of Rotary by awarding them the movement’s highest award, a Paul Harris Fellowship. Gloy Deadman, a trained primary school teacher, and her husband Ian came to Levin in 1966. She quickly became involved with her new community, especially in education. She was Secretary-Treasurer of the Taitoko School Committee for many years, was on the Waiopehu College PTA, chaired the Taitoko Kindergarten establishing committee until it was built, and served on the committee and as president of the Taitoko Kindergarten Association. On moving to Levin Mrs Deadman joined the local Rose Society and made an immediate impact. She helped organise the annual shows where she exhibited her roses, and in 1999 she was given a life membership. She was on the organising committee of the national Rose Show in 2012, and is the current show secretary for the 2014

Horowhenua Rose show. Genealogy became a passion and in 1979 she co-founded the Levin branch of the New Zealand Society of Genealogists, now known as the Horowhenua Family History Group. She took on the job of cemetery and microfiche librarian for NZSG. NZSG recognised her work with a service award and she was given life membership of the local group in 1996, and is still very much involved, volunteering once a week in the heritage room at Te Takere. Gloy is a member of the Horowhenua District Memorials Project Committee Trust, more commonly known as Adopt an Anzac since it was formed in 2006. She held the position of Trust Secretary until 2013. Margaret Craddock moved to Levin in 1958 to teach at Levin North School, after many years moved on to Levin East. She is a familiar face to many, and as a relief teacher is now teaching third generation children. Her involvement with education does not stop at the classroom door. Margaret passed on her theatrical and musical knowledge to the students of Levin East School producing musical shows for countless years. She also produced the well-known Horowhenua Schools Choir Festival for many years. Her passion for teaching was not limited to children, she taught adults to read and write, and taught English as a second language to non-English speaking teenagers and adults. Margaret has been a member of Levin Operatic Society/ Levin Performing Arts Society since 1958. She has appeared in many shows as an actress, assisted on show committees and has taught children to sing in a variety of shows. Throughout the 60s, 70s and 80s Margaret sang at many weddings in Levin, and her operatic trained voice is a sound to rejoice. Margaret has been a member of the

Levin & Districts Brass Band ladies committee for over 40 years. Margaret has had a heavy involvement at the Levin Golf Course. She was a member of the Levin Golf Club Ladies Committee from when she joined until 1978. She bought an aspect of entertainment to the club as she wrote and organised shows that ladies performed at annual tournaments, and was always involved with the running of golf tournaments. Margaret was also an avid swimmer, passing on her knowledge to the children of Levin as a swim coach. Margaret has served as a member on a variety of groups and committees including; Child, Youth and Family panel, Counsellor for teachers (NZEI), Board of Governors of Horowhenua College, Kapiti Coast Harness Racing Club, Horowhenua Creative Communities and was made an Honourary member of the Woman`s Division of Levin RSA in recognition of her service and assistance. Aileen Jennings joined the Moutua Branch of the Women's Division of Federated Farmers. Aileen was the President in 1952 and held that position for a number of years. She was made a Life Member in 1967. She played a large part in purchasing ‘‘Peggies House’’ at Foxton Beach, which was rented out to families far and wide in need of respite or holidays. She played a significant role in the branches many fund raising projects and helped to raise a significant amount of money which was given to Dr Blackmore of Massey University Veterinary Science Division to help find a cure for Leptospirosis. After World War II Aileen saw the need to establish a Branch of the Women's Division of Federated Farmers for the wives of the returned soldiers. The Okunnui Branch of Women's Division of Federated Farmers was established in 1953. Aileen and the rest of the branch

played a significant role in fundraising to build Okunnui Hall, which officially opened in 1958. Aileen helped with running Sunday School when it moved to the hall, and at 93 years young, Aileen's commitment to Church is still strong driving herself to Shannon's Saint David's Church every Sunday. Aileen recently attended the formal opening of the rebuilt Moutua Hall, where she was the guest of honour and cut the cake. Colin Brown had a career in the Education sector culminating in the Ministry of Education. He was able to bring significant background and a skill set to the newly establish Education Horowhenua steering group made up of educators and community members. Mr Brown took over chairmanship of the committee in 2009 and for the past five years has led this group to make a difference. He was invited to join the Well-being Council Committee from its beginning. Particular areas of success have included preparation of an Education Strategy under the umbrella of Horowhenua District Council's Wellbeing Strategic plan, supporting the establishment of the Teen Parenting Unit, cultivating relationships with Pasifika groups to support education initiatives for their young people and most recently the exploration of digital learning opportunities across our school sector. Mr Brown has also demonstrated a strong commitment to this community through the Keep Levin Beautiful initiative and a strong desire to rid our community of graffiti and litter. He has been prepared to get around the town removing or painting out the tags that previously blighted our community. As a result of his determination and support from volunteers we now enjoy an environment that is practically graffiti free.

Although the speedway season is weather dependant, every effort is made to keep racing. Last season while the crowd waited patiently after a huge downpour, every available vehicle, race car transporters, race cars and private vehicles, were circulating to dry the track out. “It was as entertaining as the racing afterwards,” Mr Pukowski said. This coming Saturday, teams

Stratford have always had a powerful team, and while there has been no confirmation who will make up the side, it is bound to have all the ingredients of experience and speed. What is an LBP LBPs are designers, carpenters, brick and blocklayers, roofers, external plasterers, site and foundation specialists who have been assessed to be competent to carry out work essential to a residential building’s structure or weather tightness.

When you need an LBP If you’re thinking of getting building or renovation work done on your house or apartment, you need to check if it’s ‘restricted building work’ (RBW). If it is, you’ll need a licensed building practitioner – or LBP – to do it. Restricted building work involves the building’s structure, weather tightness, and design of fire safety systems. Because this work is so important, it’s only allowed to be done by licensed building practitioners (LBPs). LBPs are assessed before getting licensed, and have to maintain their skills to keep their licence. Restricted building work, and the requirement to use LBPs to do it, was brought in on 1 March 2012 (through changes to the Building Act 2004).

What are LBPs? In November 2007 the Ministry of Business, Innovation and Employment (MBIE) (formerly Department of Building and Housing) established the licensed building practitioner scheme under the Building Act 2004. This scheme sets out a regulated process where skilled and/or qualified building practitioners must demonstrate their ability to meet industry consulted competencies in order to obtain the status of being LBPs.

The scheme has 7 licence classes: • Design • Site (these are on-site supervisors or project managers) • Carpentry • Roofing • External Plastering • Brick and Blocklaying • Foundation

Registered architects, plumbers and chartered professional engineers are also treated as being licensed to do or supervise certain elements of RBW.

Why restricted building work (RBW) is important Restricted building work (RBW) is work that is critical to the integrity of a building. It must be done properly to ensure the building is structurally sound and weather tight. Restricted building work can only be done or supervised by trades people who have proven they are properly skilled – licensed building practitioners (LBPs).

Hiring good professionals to help you can be crucial to the whole building experience. Licensed building practitioners (LBPs) have undergone a robust application process, including a written application, verbal testing by proficient assessors, and referees’ confirmation of their work. They keep up with the changing industry and undergo continuous skills maintenance.
